Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, appointed Dr. Ahmed Mostafa, Chairman of the Health Insurance Authority and Advisor to the Minister for Waiting List Affairs and Director of the Central Room for the Project to End Waiting Lists, to head the medical delegation for the Hajj for the year 2026, despite his reaching retirement age, as an informed source in the Ministry of Health revealed to Cairo 24.

The source, who requested that his name not be published, explained that Dr. Ahmed Mustafa reached retirement age about two years ago, and is currently working during the second renewal period of his service, which is scheduled to end next November.
The controls for extending service for doctors – according to the law – stipulate that the extension is limited to occupying technical positions without administrative positions, based on Law No. 14 of 2014 regulating the affairs of members of the medical profession, and its amendments by Laws No. 184 of 2020 and 173 of 2025, which established a specific mechanism for extending service after reaching the age of sixty.
According to Article 12 of the law, service may be extended in cases of necessity based on a decision from the Council of Ministers, after a proposal from the minister responsible for health or higher education or the supervisor of Al-Azhar University, in the specializations required to cover actual needs, for a period not exceeding two years from the date of reaching the age of sixty.
The main conditions for extending the service include the following:
procedures: The extension is made according to the actual need for medical specialties, with the incumbent continuing his technical duties without assigning additional administrative tasks.
Financial rights: The employee is entitled to the full salary, in addition to the insurance rights (including the pension) due upon reaching old age, with the cessation of deductions for old-age, disability, and death insurance.
Evaluation: A semi-annual report is prepared to evaluate performance and the extent of the need for renewal for the second year, in accordance with Minister of Health Resolution No. 125 of 2022.
The law also permitted contracts with doctors after the end of the extension period and up to the age of 65 in case of necessity, after the approval of the Central Agency for Organization and Administration and the Ministry of Finance, for annual renewable periods of up to a maximum of 5 years, provided that the financial compensation is determined by a decision of the competent minister.
