Tomorrow (Sunday) the Shura Council will hold its first (procedural) session of the fourth session of the sixth legislative term, after the end of the opening ceremony of the session, where His Majesty King Hamad bin Isa Al Khalifa, the Great King of the country, may God protect and preserve him, will open the session and deliver the sublime royal speech.
The session begins its work with the reading of the royal order calling the Shura and Representatives Councils to convene for the fourth regular session of the sixth legislative term.
While the Speaker of the Shura Council delivers a speech on the occasion of the opening of the session’s work, before the Council moves to elect the first and second Vice-Presidents of the Council, as Article (6) of the Council’s internal regulations stipulates that “The Shura Council begins its first meeting at the beginning of each session by electing the two Vice-Presidents.”
While Article (16) of the regulations stipulates that “the first and second vice-president of the Shura Council shall be elected sequentially in the first session of the Council at the beginning of each session, by an absolute majority of those present. If this majority is not achieved the first time, the election will be repeated between the two who have the most votes. If someone else is equal to the second in the number of votes, he will participate with them in the election for the second time.”
The article also stipulates that the election in this case shall be by relative majority. If more than one person is equal in obtaining this relative majority, the Council shall make the selection among them by lottery, and nominations shall be submitted to the President of the Council within the period he determines. If only one candidate applies for the position of representative, the President of the Council shall announce his victory by acclamation.
