The legal researcher at the Legislative and Legal Opinion Authority, Sheikha Maryam Bint Ali Al Khalifa, stressed the importance of continuing the Kingdom of Bahrain to adopt policies, strategies and innovative and effective solutions to enhance renewable energy as an essential element in future energy security.

The researcher in the letter, which came under the title “Developing the Legal Framework for Renewable Energy in Bahrain”, was explored necessary to develop renewable energy in the Kingdom of Bahrain, as it traditionally depends on fossil fuels, and provided an analysis of relevant literature, including national plans and international standards in the Gulf Cooperation Council region, to evaluate Bahrain’s capabilities to turn into renewable energy sources.
The researcher highlighted the enormous potential that Bahrain enjoyed in the field of solar energy and wind energy, but it warned about the challenges of implementing policies, and the need for innovation that goes beyond traditional legislative measures, and indicated in the research results that the success of energy transformation requires innovative government strategies to encourage the participation of the private sector and technological progress.
The researcher stressed the need for the Kingdom to adopt a multi -side approach to energy development, which combines improved legislative frameworks with innovative practices to achieve sustainability goals.
The researcher said: “In our current age, which is dominated by environmental awareness and sustainability, it is necessary for countries, especially those that depend largely on fossil fuels, to adapt to their energy strategies and diversity.”
She added: “Bahrain faces increasing challenges in one of its main income sources as a result of global transformations towards sustainable energy practices, and these challenges are not only risks to its economy, but also affect the environment, which requires a strategic shift towards renewable energy solutions, and the geographical and climatic conditions of Bahrain provide unique advantages of various forms of renewable natural energy sources, so the abundance of sunlight and high level Solar radiation is made by an ideal location for solar energy, while its coastal and carrot properties offer great wind capabilities. “
She continued: “Moreover, the state’s participation in initiatives and obligations, such as that explained in the National Renewable Energy Plan, shows its commitment to increasing the use of renewable energy.”
The researcher noted the reflection of this shift throughout the Gulf Cooperation Council region, where countries such as the United Arab Emirates and the Kingdom of Saudi Arabia have set ambitious goals for renewable energy to ensure sustainable development and reduce carbon emissions, and said that these initiatives reflect a regional commitment to changing energy policies and enhancing economic diversification away from dependence on oil.
The researcher presented a critical study of Bahrain’s transformation towards a various energy portfolio, divided into three main chapters, each focusing on a different source of renewable energy sources, where the first chapter explores the promotion of solar energy, and highlights the development of the National Renewable Energy Plan (NREAP) from a policy framework to activate material projects, while the second chapter deepens the development of wind energy, inspired The main differences between the various types of wind facilities, and the last chapter discusses the capabilities of other renewable energy resources, their economic and economic levels, clarifying the broader effects on Bahrain and the future of energy in the Gulf Cooperation Council countries.

The researcher touched on the remarkable progress made by Bahrain and its counterparts in the Gulf Cooperation Council countries towards integrating renewable energy within its national energy plans, and said: Despite the development of ambitious national plans, achieving these goals not only depends on the enactment of supportive legislation, but also to follow the governments a proactive and innovative approach.
She explained that national plans are considered a business model, and their success requires great support and commitment from the state, in addition to the legislation; A favorable environment for innovation in the renewable energy sector must be created, and the government’s role should be used to include in addition to traditional organizational functions to work as an facilitator of renewable energy initiatives, including simplifying procedures, removing practical obstacles, and stimulating the participation of the private sector through innovative strategies that exceed the process of making traditional policies.
She emphasized that the effective shift to renewable energy sources requires following innovative curricula, which may include benefiting from new technologies, creating strategic partnerships, and exploring unconventional methods of resource management that contribute to the development of the sector collectively. In order for renewable energy projects to be feasible and sustainable, they must be supported with comprehensive planning, adequate resources, and continuous evaluation of technological developments and their environmental effects.
She concluded by saying: “While Bahrain and the Gulf Cooperation Council countries in general set important goals for adopting renewable energy, the road forward requires a dynamic mixture of policies, strategies and innovative solutions. Governments must play an advanced role, not only as organizers, but also as ingredients to shift towards sustainable energy.
