Dr. Ahmed Mustafa, Chairman of the General Authority for Health Insurance, issued a decision to delegate Dr. Khaled Wafik Muwafi, Assistant Chairman of the Authority for Political Communication, in directing the specializations referred to the Chairman of the Board of Directors with a number of vital files within the authority, which contradicts the controls for providing service to doctors, according to an official source in the Ministry of Health to Cairo 24.

The decision included – Cairo 24 obtained a copy of it – Dr. Khaled Wafik Muwafi granted full powers in topics related to the categories of medical professions: human doctors, dentists, pharmacists, physical therapy, health technicians and others, whether in transportation, scarring, loan or training, as well as determining the technical levels of doctors within the authority.
The mandate extends to all the topics of assignment affairs: modification, redistribution, scarring, loan, leave, cancellation, and the topics of internal and external prosecutions in all its forms, as well as regulating the movement of transportation on vacant financial grades in the authority.
The decision indicated that the mandate came based on a memorandum submitted by Dr. Khaled Muwafi to the head of the Health Insurance Authority, Dr. Ahmed Mustafa, to agree to grant him these powers.
It is noteworthy that Dr. Khaled Muwafi had reached the age of pension last August, but the Health Insurance Authority issued a decision to agree to renew his service for a period of two years in his specialization as a consultant for women and obstetrics, provided that the employer specified to start his medical activity is Nasr City Hospital for Health Insurance, according to the decision to extend the service, Cairo 24 obtained a copy of it.

In the context, an official source at the Ministry of Health explained to Cairo 24, that the controls for providing service to doctors – according to the law – are limited to filling technical positions without administrative, pointing out that Law No. 14 of 2014 and its amendments in the two laws 184 of 2020 and 173 of 2025 specified a clear mechanism to provide the service after reaching the age of sixty.
According to Article 12 of the law, it is permissible to extend the service in cases of necessity based on a decision of the Council of Ministers, after a presentation by the minister concerned with health, higher education or supervision of Al -Azhar University, in the specializations required for the actual need, for a period not exceeding two years from the date of reaching the age of sixty.
The main conditions for providing the service include:
- proceduresThe extension is based on the actual need for medical specialties, while maintaining the current job without assigning additional administrative tasks.
- Financial rights: The entire salary employee is entitled to insurance rights (such as pension) upon reaching the age of aging, stopping the deductions for securing aging, disability and death.
- Evaluation: A semi -annual report to evaluate performance and the extent of the need for renewal for the second year, in accordance with the Minister of Health Decision No. 125 of 2022.
The law also authorized the contract with doctors after the end of the tide period until the age of sixty -five, in the event of necessity, and after the approval of the Central Agency for Organization and Administration and the Ministry of Finance, and for annual renewable periods, renewable with a maximum of five years, with the determination of the financial compensation by a ministerial decision.
These developments reveal a conflict between the decision issued within the Health Insurance Authority and the legal controls regulating the service, which opens the door to questions about the extent of the legality of the powers granted to doctors after the age of the pension, and the extent of the commitment of the executive authorities to the texts and regulations organized, which was not commented on by Dr. Ahmed Mustafa, head of the Health Insurance Authority.
