Bahraini deputies unanimously agreed on the importance of the decision issued by the Supreme Council for the Environment, and to compel the Bahraini fisherman (Nokhada) on the fishing boats starting from August 28, as a milestone station to reorganize the marine fishing sector and preserve the national wealth and ensure its sustainability for future generations, stressing that the decision represents a strategic step to protect the fish stock and enhance the food security of the Kingdom, and that the presence of the Bahraini Nukezhala on board The boat will enhance the censorship of fishing operations, and reduce the illegal practices that have harmful to the marine environment over the past decades.
The deputies stressed that the success of the decision requires clear mechanisms for implementation that take into account the different types of boats and cruises, while developing deliberate exceptions for the large shifts that stay in the sea for long days, stressing the need to accelerate the issuance of the licenses of Bahraini sailors and facilitate procedures, so that the decision does not turn into a burden on the fishermen.
Representatives did not pay the call to involve maritime and sailors in decision -making, define fair and gradual penalties for violators, in addition to discussing the reduction of licenses and compensation for those who abandon them, considering that the decision constitutes an opportunity for the sector of the sector, and supporting the Nakhuda with training and financing programs through “Tamkeen”, in a manner that ensures a smooth and fair transition.
The deputies concluded that this trend represents a qualitative shift towards an organized and sustainable hunting, preserving the profession and protecting the marine environment, and restoring the Bahraini its natural position as the master of the sea.

He added that the decision comes at a time when environmental and economic challenges related to the maritime sector are increasing, and reflects a deep awareness by the competent authorities of the importance of involving national cadres in the fishing profession, not only from the point of view of enhancing job opportunities, but also from the point of view of protecting the marine environment from attrition, stressing that the presence of the Bahraini fisherman guarantees better monitoring of fishing and commitment to the organized regulations set by the Ministry of Marine Wealth.
Al -Ashiri stressed that the legislative authority, through the House of Representatives, is committed to supporting government decisions that achieve environmental and economic sustainability, foremost of which is the marine fishing sector, through the legislation issued and the control and recommendations that contribute to preserving this authentic profession and ensuring the fairness of the distribution of its benefits, in a way that enhances the balance of the relationship between exploiting and protecting natural wealth.
He continued: «We emphasize the necessity of clarifying the mechanism of implementing the decision in detail, especially whether it will include all types of boats such as phagish and small boats (Al -Taraed) marine, while setting clear criteria that distinguish between boats that come out on short trips, and those that stay in the sea for long days, as the same conditions cannot be applied to all cases without taking into account the nature of the work and the different circumstances.
He pointed to the necessity of putting studied exceptions to the shifts that are forced to sail continuous days, so that the decision does not lead to disrupting the work of the sailors or creating additional challenges in front of them.
Al -Ashiri considered that the implementation of the decision requires expediting the issuance of the licenses of Bahraini sailors and facilitating procedures in front of them, so that the implementation period does not turn into an obstacle that disrupts the interests of the fishermen, or hinders their daily work, stressing that the steps of reform and organization must go alongside with practical facilities that ensure the continuity of the sector and the flow of its work.
He also stressed the importance of involving marine and sailors themselves in decision -making, as they are directly concerned with the fishing sector and able to provide practical notes that help to make any organizational step successful, stressing that the fateful decisions that regulate vital sectors must be built on a real partnership with society, which is consistent with the permanent directions of the majesty of the great king and the government of Bahrain in promoting participatory work.
To ensure the effectiveness of the decision, Al -Ashiri called on the competent authority to determine a clear list of the penalties resulting from violators, provided that the penalties are graded and fair, starting with alert and warning to fines or stopping licenses when repeating the violation, indicating that the clarity of the penalties contributes to enhancing the commitment and prevents any confusion that may put fishermen in unjustified positions.
He concluded that the decision is mandatory to have a Bahraini fisherman on fishing boats, if it is applied with clear mechanisms and balanced facilities, will be a qualitative shift in the path of organizing the fishing sector in the Kingdom of Bahrain, and will contribute to protecting marine wealth and ensuring their sustainability, stressing that the House of Representatives will remain supportive and support for everything that would enhance the stability of this vital sector, and achieve a balance between the interests of the fishermen and the duties of preserving the environment Navy, to achieve good for the homeland and the citizen.
In turn, MP Jalila El -Sayed confirmed that the decision of the Supreme Council for the Environment to obligate the presence of a Bahraini fisherman (Nokhada) on the fishing boats, which will enter the implementation on August 28, represents a milestone to restore life to the marine wealth sector and repair the severe damage it caused throughout the past decades.
Al -Sayed said: “Reforming the maritime sector and returning it to its position requires two main things,” The first is seriousness in following up the implementation of the decisions, and the second is to take care of the study of the measures taken. The decision of the Bahraini Nukhdah is a national decision with distinction, and it is only rejected by those who presented his own interests in the public interest, which previously contributed to the destruction of this vital sector.
She stressed that the implementation of the decision may face an objection from some of the affected people, but it is the only way to restore discipline to the sea, stressing the importance of prior readiness through:
Study the special cases of the elderly, patients and employees and preserve their rights.
Reducing the number of fishing licenses to ensure that the Bahraini hunter remains in the sea without damaging the ship owners.
Providing fair compensation to those wishing to waive their licenses.
Reconsidering the conditions of licensing owners of employees and owners of commercial records.
Allow the Bahrainis to accompany professionals at sea via the smart card, similar to the picnic boats, which contributes to the rehabilitation of a new generation of sailors and professionals.
She added: «The application of this decision will eliminate illegal practices that have been consulted since 2002, during which expatriate workers committed severe violations that have violated laws and created a culture of thefts at sea, as well as the destruction of marine resources. Hence, the time has come to restore discipline and the prestige of the law. ”
Al -Sayed saw that the decision is an opportunity to review the prevention of shrimp hunting, explaining that the ban has produced many negatives, and that the organizing return of the shrimp hunting will restore the balance to the markets by providing it at reasonable prices, limiting the influence of foreign violators and blocking the road to 80% of the violations, and restoring the vital diversity of the sea.
She emphasized that «the esteemed government has a historical opportunity to launch an integrated program for the sector of the sector, similar to other successful programs, by providing clear and rewarding privileges that guarantee a smooth and fair transition, which means eliminating several devastating negative practices such as renting the interior and the dominance of expatriate workers that exhausted the national economy.
And she added: “The purpose of the decision is the organization, not the prohibition, and then special cases and flexibility should be taken into account in dealing with the various groups that practice fishing, as is the case with the owners of the large phases that need a number of workers on board, as well as employees, owners of commercial records and amateurs, by setting flexible controls that take into account their conditions, and open the way for them to exceptions and possible facilities. The goal is not to exclude, but rather to reduce violations and encourage Bahrainis to enter the sea legally and organized, which is essentially a real opportunity for citizens to benefit from the goods of their seas and enhance their affiliation with this vital sector.
Al -Sayed concluded her statement by saying: “The decision today is in the hands of the esteemed government, and the ball is at its stadium. Nearly nine years have passed since the previous decisions, the number of licensing owners has decreased significantly, and it is important to be limited to the license to one license for each individual to prevent fraud. Thus, the stars will return to the practice of legitimate hunting, and the Bahraini regains its natural position as the master of the sea, in order to enhance the Kingdom’s restoration of its marine wealth as an authentic national heritage that requires preservation and preservation.
For his part, Representative Walid Al -Dossary stressed the importance of the decision issued by the Supreme Council for Environment No. (4) of 2025 regarding the mandatory presence of a Bahraini hunter on the commercial fishing boats, which will begin to be applied as of Thursday, August 28, 2025 AD, based on Decree Law No. (20) of 2002 regarding the regulation of hunting, exploitation and protection of marine wealth.
He pointed out that the decision constitutes a qualitative shift in organizing the fishing sector in the Kingdom of Bahrain, as it sets the necessary controls to protect the marine environment from attrition, and prevents the wrong practices committed by some foreign workers, which negatively reflected on wealth and marine beings. He added that the presence of the Bahraini fisherman on the boat will enhance direct control of fishing activities, ensuring adherence to environmental laws and regulations.
He explained that the positive effects of implementing the decision are multiple, as it comes in the forefront:
Preserving the marine environment and biological diversity and protecting it from overflow.
Fish wealth and marine bottoms and ensure their sustainability as a strategic national resource for future generations.
Enabling the Bahraini fisherman and giving him the main role in practicing the profession in a way that guarantees him living stability, and protects the traditional hunting heritage.
Control and regulation of the fishing sector by strengthening control and reducing violations.
Al -Dossary stressed that the Kingdom of Bahrain has always made maritime wealth a special place within its environmental and development plans, given its vital role in achieving food security, supporting the national economy and preserving the environmental balance, stressing that the decision reflects the government and the Supreme Council of the Environment to implement rational policies that achieve the balance between economic development and the protection of natural resources.
He called for the necessity of the cooperation of all fishermen and the concerned authorities in implementing the decision, noting that its success depends on societal awareness and commitment to legislation, which would enhance Bahrain’s position as a leading model in protecting and managing marine resources.
He expressed his great appreciation for the great efforts made by the Supreme Council for the Environment and the competent government agencies, stressing that the decision is an important step towards building a more sustainable future for the marine environment in the Kingdom, and the support of the Bahraini fisherman to play its national role in protecting this wealth.
For his part, Representative Khaled Boualneq affirmed his support for the decision to compel a Bahraini fisherman on board the marine complex (the crown), which will be applied starting from the date of August 28, indicating that this trend is an important step in order to protect the profession and preserve the rights of the Bahraini fisherman.
Bouanak explained that it is better for the license to be the same on board the boat, or that there is an actual Bahraini fisherman within the crew, with the need to activate the role of Bahraini Nukhdah as an essential element in organizing the fishing sector.
Boualneq called for the necessity of Bahraini to have support and rehabilitation programs from the “Tamkeen” work fund, which contributes to raising their efficiency and sustainability of their existence, stressing the importance of marine wealth to legalize fishing licenses, as granting a large number of licenses in an unorganized manner led to problems in the sector.
He pointed out that the Bahraini Al -Noukhada is on large boats such as “Al -Banoush” needs to wait to apply the decision on it, because these boats remain at sea for several days, which requires the preparation and training of professional sailors who have the necessary experience and knowledge, through specialized training programs in coordination between “Tamkeen”, marine wealth, coast guard and experienced fishermen
