The Municipal Council of Muharraq revealed to “Al -Watan” the details of the council’s performance during the third session of the sixth period of the work of the municipal councils from September 1, 2024 to June 30, 2025, where the council held 21 meetings, which resulted in 147 recommendations and 157 decisions.
The report showed that the most addressed bodies by the Council were at the Ministry of Works by 60 recommendations, with 41% of the council’s recommendations, and 41 recommendations related to the Ministry of Municipalities at 28% of the council’s recommendation, in addition to 13 recommendations related to the House of Representatives from the topics that were referred to the Council to express opinion.
The report indicated the diversity of official responses from the competent authorities, where 56 were referred to the competent authorities, and 28 recommendations were under study, while the official authorities were unable to 21 recommendations, and 15 recommendations were approved.
The sixth department was issued with the number of recommendations, which amounted to 25 recommendations, followed by the eighth department with 20 recommendations and then the first department with 15 recommendations. With regard to the number of meetings of the committees and the general committee of the council, the permanent general committee and the financial and legal committee topped with 19 meetings, followed by the Services and Utilities Committee with 17 meetings, and finally the technical committee that held 11 meetings.
According to the details, the General Committee made 182 recommendations and 17 decisions submitted to the council’s meetings for discussion and accreditation. The Finance and Legal Committee held during the third session of 19 meetings, and the committee came out with a set of decisions and recommendations in its regular meetings, where the number of recommendations of the committee reached 32 recommendations and decisions 24 decisions.
The most prominent initiatives achieved by the committee- requests for changing allocation, continuation and compensation.- Investments and contracts and the request to review the municipal council before the conclusion.- Projects of laws, legislative amendments and council visuals.- Organizing commercial work, markets and street vendors.- Developing mechanisms for collecting and recovering fees and investment in insurance. Governance and follow-up contracts.- Future investment projects and biomed development.
While the Services and Utilities Committee held 17 meetings, as the number of recommendations of the committee reached 140 recommendations, decisions 4 decisions, the number of notes is 8 notes, and the number of messages issued by the committee is 4 messages.
The committee’s most prominent initiatives- adopting a plan to limit population data and age groups to determine the requirements of the basic services of the province.
– Setting a comprehensive vision to develop infrastructure in Muharraq Governorate in cooperation with the relevant authorities, with a focus on monitoring future needs according to the expected population increase.
– Approving the final designs for the circular street project linking the Bassetin, the monastery, Samahij and Diyar al -Muharraq, and following up the stages of implementation.
– The proposal to expand the Raya Street from the Bassitin and the monastery, and the establishment of a bridge linking the Sheikh Issa Bridge with 105 Street in Al -Busitin under implementation.
– Submit a proposal to install cabinets for worshipers in areas where mosques are not available in coordination with the Ministry of Awqaf.
– Responding to citizens’ requests such as umbrellas in front of schools, paving roads and corridors, developing parks and parks, and providing games and sewage services.
– Studying projects to create parking lots in residential areas, and proposing a pedestrian bridge that links the old limit to East Hadd Housing.
While during the third session, the technical committee held 11 meetings, and the committee came out with 41 recommendations, 2 decisions, and 2 notes, in addition to two letters.
The committee achieved a set of important initiatives that contributed to the development of municipal work, the most prominent of which are:
– Requests for changing classification, whether individual through the platform or collective for a number of real estate in the areas of Al-Hadd West Arad and the Sait. Paragraphs are outside the limits of ownership with the rejection of the proposal and clarifying the reasons.- A proposal to set requirements for commercial stores wishing to work 24 hours.- The committee also looked at many requests referred by members of the Council, the President and the concerned authorities. By 14% of the requests.
According to the details related to the restoration requests, 24 applications were filed for the ministry, while 21 requests are awaiting the visit, while 16 requests were transferred to the citizen to submit the license, and the report indicated that there are 20 reference requests upon application, while 3 requests were rejected and 6 were rejected.
With regard to rain insulating requests, 5 requests were completed and two requests were rejected, while there are 6 reference requests for the applicant. The Council made 53 technical visits during the third session, and the council organized 15 event.
