The official visit of His Excellency Mr. Ali bin Saleh Al -Saleh, Chairman of the Shura Council, and the accompanying delegation, came to the Russian capital, Moscow, to embody a clear institutional approach in supporting the foreign policy of the Kingdom of Bahrain, extending the bridges of international parliamentary cooperation, and activating parliamentary diplomacy as one of the arms of the soft power of the state.
This visit was of special importance, not only because of its fruitful meetings and the signing of agreements, but also because of its maturity in the Bahraini parliamentary experience, and its ability to represent the Kingdom in international forums efficiently and competently.
During the visit, we have touched the Russian leadership’s keenness to enhance its relations with the Kingdom of Bahrain, and its appreciation for the role the Kingdom plays at the regional and international levels, and its great ductivity on the fruitful efforts made by the Kingdom in spreading and enhancing the values and principles of peace and human coexistence, and dialogue between countries and peoples.
Among the most prominent fruits of this visit is the signing of a memorandum of understanding between the Shura Council and the Federation Council in the Federal Federal Assembly, which is a qualitative step aimed at expanding the circle of cooperation in the legislative fields, and activating expertise exchange programs and coordinating positions in international parliamentary forums. The signing of this memorandum came as a culmination of a long path of constructive communication and joint understanding between the two legislative institutions.
The speech of His Excellency the Speaker of the Shura Council came before His Excellency the President of the Russian Federation Council and members of the Council, in the launch of the plenary session, to express Bahrain’s fixed positions, and highlight its vision based on respecting the sovereignty of states, adhering to the principles of dialogue and cooperation, and emphasizing the importance of pluralism and joint work for security and peace.
The word, which was widely resonated, was not limited to the bilateral affairs, but rather presented a comprehensive reading of regional and international challenges, and called for a broader parliamentary role in supporting official diplomacy, in a way that enhances the opportunities for understanding and rapprochement between peoples, and communicates the bonds of friendship and roots of friendship and historical relations rooted.

It is not possible to talk about this visit without stopping with reverence and arrogance in front of the honor of His Excellency the Chairman of the Council and the accompanying delegation, with the meeting of His Majesty the King, may God protect and preserve him, after the conclusion of the visit, and listen to the directives of His Majesty, which entrenches the royal principles, the lofty wisdom, and the approach based on building brotherhood and friendship relations through which the interests of the Kingdom of Bahrain are growing with all countries of the world, especially the Russian Federation, especially with looking at The common aspirations between the two friendly countries, to move towards more development partnerships in many promising areas. The meeting of His Majesty – may God bless him – was surrounded by lighting, visions, aspirations and directions, so that the legislative authority continues its role in developing parliamentary relations with the parliaments of the world.
The visit of His Excellency the Chairman of the Shura Council and the accompanying delegation was a message that did parliamentary diplomacy, and stressed that the national action is transcending with complementarity and harmony between the various constitutional institutions, under the banner of the wise leadership, may God protect and take care of it.
