I looked at a representative proposal submitted by MP Dr. Hisham Al -Asheiri requesting that the Ministry of Health be allowed to re -contract with retired consultant doctors – whether through optional retirement or regular retirement – to benefit from their experiences in bridging the existing shortfall in the consulting cadres.
In order for the citizen to know, the salary of the foreign consultant doctor represents a burden on the budget of the Ministry of Health and thus the state budget, and we desperately need more consultants to confront the demand for medical treatment for patients, and we do not assume a palaces here with the Ministry of Health, but rather it is a ministry that makes its utmost in the health file and what it has provided for, thanks and gratitude to all workers in the health sector, headed by the Minister of Health, Dr. Jalilah Dr. Maryam Al -Jalahmah, CEO of government hospitals.
However, the problem lies in what the proposal referred to with a desire, which is hidden between lines and words, and I mean here “optional retirement” in which I want a treatment for one of the governmental job diseases, so it turns out that he carries a virus that affects other sectors with terminal diseases, foremost of which is the health sector.
After years of training and establishing national medical cadres, in order to bear the banner of the homeland, the optional retirement came, to open in front of these doctors the window of exit from the dilemma of the exhausting government work, and starting towards opening private clinics and working in private hospitals that give them more than they were taking, and those who launched the optional retirement did not think to put exceptions, and prevent it from critical jobs such as medicine that is the largest sector that needs maintenance.
Although the proposal is considered good, it will not be a fundamental solution to the problem of a lack of cadres with high experiences or consultants, those who will accept return, will put their conditions or will come according to their circumstances or according to the dates of their own business, and the proposal did not address the problem of deducting social insurance, and that another issue that may prevent some doctors from thinking about returning to work with the contracting system, to conflict Between laws.
Therefore, I see that the proposal with a desire is a partial, emergency solution and not permanent to the problem, and the solution remains in re -amending the optional retirement to exclude the priority jobs for the state, and in order to register here a requirement for history, then we may find that after years in other sectors such as education that the Minister of Education Dr. Muhammad Mubarak Jumaa struggled to make it a pure national sector.
It is recognized that legislation and laws appear in some loopholes after years of application, and the amendment and development year is taking place, so we hope that this year will take place on optional retirement, especially since those who chose it also discovered problems affecting their future, which is an invitation to discuss all the gaps in optional retirement and put it under the scrutiny.
