Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives, delivered an important speech at the closing session of the fifth regular session of the second legislative term, stressing that the parliament was not just a trading hall, but rather a living voice for the Egyptian nation and an awakening conscience, and a guardian of its interests, hopes and aspirations.

This came during the plenary session of the council that was held today, Tuesday, July 8, 2025, where the Speaker of the Council sent a lengthy speech that included messages of thanks and appreciation to the deputies, the government, and the President of the Republic, during which he emphasized the responsible national role played by the Council in light of the great challenges facing the country.
Jabali began his speech by emphasizing that the House of Representatives was over the course of the session “a tall constitutional edifice”, which was not just a discussion hall, but rather the voice of the nation, its conscience, and a guardian of its interests.
He added: “Your esteemed council has passed, embodying the true values of patriotism, carrying the Secretariat of Legislation and Control with sincerity and competence, drawing inspired by the history of the homeland, the lessons of sacrifice, and from the present a spirit of persistence and perseverance, the road was not furnished with flowers, but was full of challenges, and priorities are intertwined.”
The Speaker of the House of Representatives affirmed that the Council was keen to stand at the same distance from all political currents and parties, noting that political diversity is a source of strength and not a reason for weakness, and a door was not closed in the face of the opposition, but the voice of dialogue and consensus was raised.
He also saluted the national opposition, which “played its role with responsibility and its goal was to reform only,” stressing that the council worked in the spirit of the team and gave birth to the national interest in all issues.
In the context of talking about the relationship with the executive authority, Jabali praised what he described as the “compatibility spaces” that the council created with the government, without giving up its supervisory and legislative role.
He said, “The council tackled a sincere determination of projects that are highly sensitive, putting its eyes in the interest of the country, preserving the rights of citizens and strengthening the state of the constitution and the law,” he said.
He also thanked Dr. Mustafa Madbouly, Prime Minister, for his devotion to lead the executive work, and praised the sincere cooperation between the government and the council, thanking the Chancellor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs, who described him as “the title of seriousness and the pillar of understanding.”
During his speech, Jabali praised the distinguished performance of all members of the council, thanking the council’s agents, the majority party, MP Abdul Hadi Al -Qasabi, and all parliamentary bodies.
He also extended a special greeting to Egyptian representatives, describing them as a “honorable picture of Egyptian women capable of giving”, also praising the youth of the Council of members who “expressed the aspirations of a new generation, and they were the voice of the future.”
Jabali praised the cooperation of the Senate headed by Counselor Abdel -Wahab Abdel Razek, saying that the two councils succeeded together in enriching the legislative process, and also thanked the heads of qualitative committees and their offices for their scientific and practical efforts in developing legislation and drafting policies.
The Speaker of Parliament, thanks to Counselor Ahmed Manna, the Secretary -General of the House of Representatives, for his high -end model in administration and organization, and thanked the workers in the General Secretariat, describing them as “the soldiers of the loyal parliamentary system”.
He also gave a greeting to the counselor Mohamed Abdel -Alim Kfafi, the legal advisor to the Speaker of the Council, and the legal advisers in the General Secretariat for their loyalty and dedication.
Jabali extended the greeting and appreciation to the media and parliamentary editors, who conveyed to the public opinion a precise picture of the council’s work with all professionalism and transparency.
He also thanked the General Administration of the Police of the House of Representatives and the elderly for their insurance and discipline during the sessions.
At the end of his speech, Jabali delivered an impressive message of fulfillment to President Abdel Fattah El -Sisi, describing him as: he chose the path of work in silence, sincerity in performing the duty, and he did not ask for a penalty or a thankful day, and presented a unique model in the established leadership at a time when the challenges and crises of the state were ravaged.
