Mohamed Abdel -Latif, Minister of Education, Education and Technical Education, continued today, Wednesday, the details of the draft amendment of the Education Law before the Education and Scientific Research Committee in the House of Representatives.
This came in the presence of Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs and Political Communication, Dr. Sami Hashem, Chairman of the Education and Scientific Research Committee in the House of Representatives, Dr. Magda Bakry, Undersecretary of the Education and Scientific Research Committee, MP Ihab Al -Tamawi, Undersecretary of the Legislative Committee in the House of Representatives, and Dr. Mustafa Refaat, Secretary -General of the Supreme Council of Universities.
From the Ministry of Education, Dr. Ahmed Daher, Deputy Minister of Education, Dr. Ahmed Al -Muhammadi, Assistant Minister for Strategic Planning and Follow -up and Supervisor of the Central Administration for Minister Office Affairs, and Counselor Ashraf Al -Sayed Legal Adviser to the Ministry, and Walid Maher, Director of the General Department of Political Communication and Parliamentary Affairs.
Minister Mohamed Abdel -Latif emphasized that free education is a right guaranteed by the constitution and the law and does not accept any discussion or negotiation, adding that the current high school system is as it is without any change, as well as the Egyptian baccalaureate system is also free, including the first test attempt and the only part related to the cost is the cost of improving the successful student – the chance of the second optional exam – for those who wish from students, with the aim of ensuring that continuity is achieved with regard to the cost of logistical procedures Relating to the implementation of improvement tests, while emphasizing the exemption of unable to these fees and are already exempt annually from tuition fees every academic year.

The minister pointed out that providing the opportunity to improve the successful student the chance of the second test in the Egyptian baccalaureate system ends categorically the pressure of one opportunity that determines the fate of the student’s future.
Minister Mohamed Abdel -Latif continued that the ministry had a comprehensive community dialogue on the Egyptian baccalaureate certificate with all parties related to the educational system, whether at the level of experts, former ministers, deputies, media, journalism, school administrators, teachers, parents and other relevant parties.
The Minister also touched on the subject related to the concern that the teachers do not leave the pension before the end of the school year within the law amending the law, noting that this article is one of the important points that represent an appreciation of the teachers who provided all their efforts to teach successive generations.
He explained that the articles of the draft amendment of the Education Law related to secondary secondary education aim to organize the work of applied technology schools and the continuity of their development and expansion, noting that it is the future of technical education in Egypt.
He also stressed that the ministry does not fully target the project of amending the law for the existence of absolute powers for the Minister of Education, stressing that the ministry is open to any proposals that would reach a consensual formula.
During the session, the deputies dealt with the confirmation of the constitutional citizen’s right to free education, the nature of educational programs and the systems submitted by the ministry according to what was stated in one of the articles of the law amending the law, and they also presented a discussion about the nature of the cost that the ministry will bear to implement the Egyptian baccalaureate certificate system and its application mechanisms.
Dr. Sami Hashem stressed, during the session, that the Education and Scientific Research Committee is keen on constructive cooperation with the government in studying draft laws referred to it, in line with the provisions of the constitution and serves the interest of society, adding that the committee is working to reach a legislative formula that achieves a balance between the requirements of the state and the needs of citizens, based on its belief in the importance of supporting everything that achieves the public interest of the people Parliament to ensure that the draft law is reached for the best possible image.
