The Kingdom of Bahrain is proceeding with strong and responsible steps towards the development of the human rights protection system, which makes it a Gulf, regional, Arab and international icon, in promoting interest in rights, in implementation of the directives of His Majesty King Hamad bin Isa Al Khalifa, the king of the country, may God protect and preserve him, and under the guidance and follow -up and wise follow -up of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince, may God protect him. The most prominent of these steps in the development of the human rights system, the procedures and initiatives taken by the Kingdom, regarding the expansion of the application of the provisions of the Penal Code and alternative measures, in implementation of the royal directives, where the General Administration of the implementation of the provisions and alternative penalties, from time to time, and after coordination with the Public Prosecution and presenting the list of inmates nominated on the judge of the implementation of the punishment and its approval, replaces the punishment of a number of inmates after paying off The study of these cases and the application of legal requirements that allow the replacement of the negative punishment for freedom with an alternative punishment, not only this, but it is done from time to time, a number of inmates are attached to the open prisons program, as one of the programs of alternative penalties. The Kingdom recently witnessed the opening of the work of the first international conference for alternative sanctions, which was held by the Ministry of Interior in the presence of a number of ministers and the participation of a group of officials, experts and specialists in areas Correctional and criminal justice and human rights, from within the Kingdom of Bahrain and abroad, in the context of working to exchange experiences and review successful experiences in the application of alternative sanctions programs, as well as strengthening modern criminal policies in line with the principles of human justice and the requirements of community security. His Excellency the Minister of the Interior, His Excellency the first team, Sheikh Rashid bin Abdullah Al Khalifa, was keen during his speech, after opening the conference, to stress that Bahrain today, today, today, today, The Renaissance, Reform, Humanity, and Wisdom lived in the leadership of His Majesty the Great King, may God protect and preserve him, stressing that during the prosperous era of His Majesty, the values of reform and human leadership spirit rooted in it, and finding ways to preserve the dignity of man and protect our human civilizational heritage, and this is evident in the noble national project represented in the alternative penal program for the negative penalties of freedom. The Minister of the Interior indicates that the alternative punishment is a lifeline, for those who realized his mistake and chose the path of righteousness and convinced the life of participation and assuming his national responsibility, therefore it is a university humanitarian initiative that enhances national trust through the principle “The Excellence Center for alternative penalties and open prisons” to be a specialized center in the rehabilitation and training of cadres working on the implementation of alternative sanctions, which contributes to expanding the implementation of the project and spreading and enhancing its goals at all levels, to confirm this distinguished step of the cultural development that the Kingdom is witnessing in light of the interest in promoting and protecting human rights. The conference has strengthened from the concept and philosophy of alternative sanctions as a human issue. In its broad concept, and a punishment in its limited concept, by finding a balance between applying the punishment on the one hand, and creating a human condition on the other hand, based on the reassurance of the soul, by restoring the person his self -confidence in becoming a good citizen, which contributes to building and developing Bahraini society.
