The Women and Child Affairs Committees, Youth and Human Rights in the Shura Council revealed that they were held during the third session of the sixth legislative semester 16 meetings, during which 3 legislation discussed discussed during the Shura Council sessions.
The Women and Child Affairs Committee of the Shura Council, headed by Lina Qassem, through 8 meetings held during the past session, prepared a report on a draft law amending some provisions of the law of reformist justice for children and protecting them from ill -treatment issued by Law No. (4) of 2021 AD, accompanying Decree No. (95) of 2024 AD.
The committee discussed the details of a law proposal to amend some provisions of the Child Law issued by Law No. (37) of 2012 (in its amended form), and prepared a report on it, and was discussed in one of the Shura Council sessions, and referring it to the esteemed government to put it in the form of a draft law.
The proposal by a law regarding the law of the child aims to complete the rulings and controls that are decided by the text of Article (20) of the Child Law issued by Law No. (37) of 2012 AD, amended by Decree Law No. (23) of 2021 AD, and that any of the criminal penalties established by the text of Article (63) of the same law, in order to implement the provisions of the principle of the legitimacy of crimes and penalties prescribed as Article (20) From the constitution, which states in its paragraph (a) that: “There is no crime and no punishment except based on a law, and there is no punishment except for the actions subsequent to the work of the law that stipulates it.”
The proposal to the law of the necessity of legislative intervention to address the defect that included the first paragraph of the text of Article (63) of the Window Child Law, where the text in general and absolute refers to criminalizing and punishing everyone who established a custody house, or ran a custody house or other than its location or specifications, and then it was necessary to remedy this defect with legislative intervention aimed at amending this article, which is what the proposal came with a law when it was replaced by the text of the vertebra The first of Article (63) for the text that the criminal verb is the establishment of a custody house (without a license), or the administration of a nursery or change in its location or specifications (without the approval of the Ministry of Education), and then the pillars of the principle of legitimacy are completed

With regard to the Youth Affairs Committee headed by Reda Mnafdi, the Committee held 5 meetings during which a report on the proposal of a law established the Sports Support Fund, where the council decided in one of its sessions to consider the proposal of a law and refer it to the government to put it in the form of a draft law.
The proposal of a law aims to find a fund that contributes to supporting, financing and developing sports activities for special bodies working in the field of sports in a way that does not affect the state’s general budget, in addition to achieving integration and cooperation in work between the public and private sectors to advance the sports sector in the Kingdom of Bahrain.
While the Human Rights Committee, headed by Dr. Muhammad Al -Khuza’i 3 meetings, a meeting with the Minister of Interior, Lieutenant General Sheikh Rashid bin Abdullah Al Khalifa, and a meeting with the Acting Attorney General, Head of the Special Investigation Unit, Muhammad Al -Hazaa, with the aim of seeing the most prominent national achievements in the human rights level.
The Chairman and members of the Committee also participated in the opening workshop of the series of workshops for preparing the National Plan for Human Rights (2027-2031 AD) organized by the Ministry of Foreign Affairs, as well as the participation of the Chairman of the Committee in a number of workshops on the national human rights plan, which is chaired by the Minister of Foreign Affairs Dr. Abdul Latif Al Zayani.
