Dr. Ayman Ashour, Minister of Higher Education and Scientific Research, said that the preparation of the reference framework for higher education in the Arab Republic of Egypt comes in response to the urgent need to unify the standards of higher education and ensure its quality according to the latest global developments, and as a road map for the development of higher education in light of the accelerated economic and technological transformations, as it has become necessary to restructure curricula and study programs, in line with the needs of the market Working, focusing on student education, as well as interactive teaching, positive teaching, and enhancing lifelong learning values.

The Minister of Higher Education confirmed in a statement that The reference frame contributes to Providing a clear vision for academic universities and institutions, ensuring the quality of educational outcomes and enhancing the competitiveness of graduates at the local and international levels, noting that this framework is consistent with the standard standards of quality and accreditation, and that it is flexible to accommodate diversity and excellence, and reflects the capabilities and capabilities of educational institutions in terms of material and human.

The minister pointed out that the philosophy of the reference framework is based on the principles of the national strategy for higher education and scientific research, as follows:

The connection with the principle of sustainability is achieved by working to achieve the sustainability of university programs, through the integration of environmental, social and economic factors, interaction with the work and society sectors through active partnership, encouraging research and development, activating community participation, taking into account technological transformations, enhancing inclusive concepts and providing education (inclusivity). For his part, Dr. Mustafa Refaat, Secretary of the Supreme Council of Universities, explained that the philosophy of the general reference framework reflects a comprehensive strategic vision aimed at developing the higher education system and ensuring its quality in accordance with international standards, by setting uniform and comprehensive standards to design and prepare study programs, and emphasize that the student is the focus of the educational process, enhancing students’ research and creative capabilities, and helping them to acquire the required skills To keep pace with the requirements of the labor market.

The philosophy of the reference framework is an important step towards developing the Egyptian higher education system in a way that keeps pace with global developments and enhances the ability of academic institutions to graduate qualified cadres that possess the skills and knowledge necessary to deal with future challenges.
