An official source at the Ministry of Higher Education and Scientific Research revealed the details of the implementation of the founding year in Egyptian universities, after the government proposed to amend some provisions of the Private and Private Universities Law No. 12 of 2009, by adding the founding year to accept students of private and private universities.
The source confirmed in exclusive statements to Cairo 24, that the project is still under discussion in the House of Representatives, and it is awaiting approval, adding: In the event of approval, the application will be at the beginning of the new year on civil universities only.
He added: If the amendment is approved, the founding year will be approved on private universities only in the next year, indicating that the application of the decision will come to private universities in the following year of the application.
Representatives refer a amendment of a law on admission to colleges to specific committees
Earlier, Counselor Ahmed Saad, the first undersecretary of the House of Representatives and the head of the plenary session of the Council, referred a draft law submitted by the government to amend some provisions of the Private and Private Universities Law issued by Law No. 12 of 2009 to a joint committee from the Education and Scientific Research Committee, and the Office of the Constitutional and Legislative Affairs Committee.
The amendment included that the aforementioned law is added to the aforementioned law No. 19 bis, which states that private and private universities accept students with a high school diploma or its equivalent, as of the academic year 2024/2025, and those who did not obtain the minimum qualified to accept the college that they want to join in private and private universities, and that when they pass a qualifying stage called the founding year in the matter To qualify their scientific study in that college, according to the controls, rules and conditions, in which a decision is issued by the Minister of Higher Education, which is set by the Supreme Council of Universities after taking the opinion of the Council of Private Universities or the National Universities Council – as conditions.
And that without prejudice to the following controls: the rate of reduction does not exceed 5% of the minimum qualification for admission to each specialized sector in private or private universities according to the conditions, and the Council of Ministers, upon the offer of the minister concerned with higher education, exceeded that percentage, and that joining the founding year according to the student’s scientific qualification, and the controls also included not exceeding the absorptive capacity of the college, taking into account the achievement of a balance between students admitted through the constituent year And other students who are qualified to enroll in the college, as well as commitment to ensuring the quality of education in private and private universities and its commitment to international quality standards.
