This came during a speech delivered by the Secretary -General of the Shura Council, at the founding meeting of the General Secretariat Network of the South -South Parliamentary Dialogue Forum, which was held in the capital of the Kingdom of Morocco, “Rabat”, on the sidelines of the third edition of the Southern Parliamentary Dialogue Forum, which was organized by the Moroccan Council of Advisors in cooperation with the Association of Senate and Shura Councils and similar councils in Africa and the Arab world.

The Secretary -General of the Shura Council indicated that the initiative to establish the network of general trustees is enjoying generous support and resolution from His Excellency Mr. Ali bin Saleh Al -Saleh, Chairman of the Shura Council, stressing that it attaches importance to strengthening the frameworks of multilateral parliamentary cooperation, and believes that public secretariats constitute the backbone of the legislative support process, and a basic element to modernize parliamentary work and expand its horizons.

The Secretary -General of the Shura Council expressed its welcome to the decision to create the general secretariat network of the South Parliamentary Dialogue Forum, the southern, the adoption of the Association of the Senate and Shura Councils and similar councils in Africa and the Arab world, the leading initiative to establish the network, which reflects a deep awareness of the importance of institutional coordination, and the opening of a new path of joint action, based on partnership, exchange of experiences and integration of efforts.

The Secretary -General of the Shura Council indicated that the establishment of the network is a strategic step in the right direction, and a valuable opportunity to exchange experiences between Arab and African countries, in light of the accelerated transformations and growing challenges in the international system, in the fields of digitization, cybersecurity, data management, and institutional transformation, stressing that this highlights the importance of creating this network to be a platform for dialogue and coordination to unify visions, Promoting the institutional readiness of the general secretariats of the legislative councils, in the face of these developments, and building sustainable, safe and effective work environments.

The Secretary -General of the Shura Council also stressed the importance of launching effective cooperation mechanisms between the general secretariats of the legislative councils of the association, based on innovation and benefit from the best institutional practices.

At the end of her speech, the Secretary -General of the Shura Council proposed to enhance cooperation in the areas of parliamentary digital transformation, by exchanging experiences in the areas of legislative automation, and the use of

Artificial intelligence in regulating legislative work, developing joint parliamentary information systems, in addition to establishing a unified digital cognitive platform that brings together parliamentary studies and practices for member parliaments in the association, to be an open scientific reference that contributes to developing the capabilities of administrative and technical cadres.

The Secretary -General of the Shura Council looked at the network to form a nucleus for a joint and sustainable work, which contributes to enhancing integration between the legislative councils of the Association of Sheikhs and Shura Councils and similar councils for the countries of the south, and keeps pace with aspirations towards more effective, efficient and sustainable institutions.

The Secretary -General of the Shura Council extended his sincere thanks and appreciation to the sisterly Kingdom of Morocco for embracing the founding meeting of the network, stressing pride and pride in the established brotherly relations that link the Kingdom of Bahrain and the sisterly Kingdom of Morocco.
