A book entitled “Security and Safety in the era of Hamad” was issued by the Gulf Center for Strategic Studies entitled “Security and Safety in the era of Hamad” by Ambassador Dr. Omar Al -Hassan, in which he reviewed the march of security and stability in the Kingdom of Bahrain within the scope of 3 historical stages that started since the independence of Bahrain in 1971, to the beginning of the rule of His Majesty King Hamad bin Isa Al Khalifa, the king of the country, as well as the security challenges faced by the Kingdom.
D. Omar Al -Hassan, the author of the book in the hands of researchers, scholars, academics, historians, and those interested in the history of Bahrain, in documenting a development process that lasted a quarter of a century of the era of His Majesty the King, may God protect and preserve him, highlighting the Kingdom’s efforts to preserve its security, and adhere to its Arab and Islamic identity, in a way that helps to form a clear image of important periods of its history; To be a reference for them to study and analyze the political and security developments that it witnessed.
In the first stage, the book provides a glimpse of security challenges for the period from 1971-1999, which is the stage of Bahrain’s independence in 1971, and then in the second stage it moves to the security challenges from 2000-2010 with the assumption of the king of the country in March 1999, and Bahrain started a new stage of political, economic and social reforms, where His Majesty the great king launched the reform project, which included the National Action Charter in 2001, and the issuance of a new constitution in 2002.
The book touched on Bahrain’s accession and its ratification of many international human rights instruments, the most important of which is the International Covenant for Civil and Political Rights in 2006, the International Covenant on Economic, Social and Cultural Rights in 2007, as well as economic reforms, education reforms and the labor market, and the issuance of Bahrain Economic Vision 2030 that drew the way towards the future, as the role of women has emerged as a major participant on an equal footing with men in political and development work, and stressed that the result of security stability The Kingdom has achieved an average annual economic growth rates, which was reflected in the upgrading of the living level of the Bahraini family.
The writer did not forget the definition of the external field, and what the era of His Majesty the King witnessed to enhance Gulf and Arab security cooperation, coordination and cooperation with the United States and Britain to confront the challenges of extremism and terrorism, the growth of terrorist organizations, the Kingdom’s joining the Istanbul initiative in 2004 to cooperate with NATO, and the launch of the Manama Dialogue for Regional Security in the same year.
The writer pointed to the new challenges that Bahrain faced such as cyber crimes, money laundering, drugs, and water and food security, where the king of the country has put a comprehensive strategy to deal with all challenges, His Majesty’s keenness to enhance security capabilities, develop legislation, guidance for cooperation between legislative, judicial and media institutions, enhancing the concept of social partnership, and attention to human rights.
In parallel, the book dealt with the strategy of the “Ministry of Interior”, integrated and multi -dimensional to protect and promote national security in all its dimensions, led by the Minister of Interior, Lieutenant General Sheikh Rashid bin Abdullah Al Khalifa, through which it was able to achieve the stability of the country and the security of citizens, indicating that the ministry has developed its security system by training and qualifying its cadres, implementing hundreds of courses in combating terrorism and electronic crime, and modernizing its technical tools And operational, in addition to strengthening its capabilities in cybersecurity, as well as its partnerships with state institutions, especially legislative and judicial, through deterrent legislation and implement active provisions.
The book indicated the media dimension in the work of the Ministry of Interior, by building a relationship of communication with the media and society, and community initiatives, most notably the establishment of the community service police, and organizing direct meetings with citizens of various segments, which helped build confidence and consolidate community security. Through these integrated efforts, the ministry embodied the essence of the royal trend, and stressed that it is the cornerstone in protecting Bahrain and enhancing its stability. The concerted efforts of all institutions in the country in light of an effective community partnership and wise administration.
The book refers to the last stage, when it faced new challenges, the most prominent of which was the outbreak of the “Corona” worldwide, which it managed with efficiency, competence and without discrimination between a citizen and an expatriate, led by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, Prime Minister, may God preserve him, which received praises from the “World Health Organization” and “regional and normal human rights organizations”.
The book also praised the Bahrain’s sought to enhance the cultures of tolerance, coexistence and acceptance of the other, through the conferences of civilized, religious, cultural, and discussion episodes, and the launch of the King Hamad Award for peaceful coexistence.
The book concluded by noting that the Bahraini security experience, during a quarter of a century of the era of His Majesty the King, is not just a local model, but rather a “school in crisis management”, mixes institutional modernization, political flexibility, societal openness, and professional security work, the comprehensive security strategies, which the Kingdom adopted, contributed to converting threats into opportunities for growth, which made it today one of the most stable countries in its vicinity The turbulent regional, and it has even become one of the first countries to apply alternative sanctions and open prisons, in a move that reflects its commitment to modern human rights values.
