Al -Mahfouz added that the absence of the father – for any reason – puts mothers in front of real legal difficulties, as the current laws link the implementation of government transactions, the guardian, that is, the father, and the deprivation of the mother of this right, indicating that Islamic law stipulated that the grandfather can take over this role in the absence of the father as the guardian and authorized to act. He called for granting the wife or the debt the authority to complete the governmental procedures and transactions for minors, to ensure that their rights are not lost, pointing to a number of cases he had personally addressed, which showed the great damage to the families, citing a case of foreign or Bahraini children who were sentenced to custody, but she could not enter Bahrain because it did not obtain the appropriate visa. He stressed that depriving minors of completing their governmental transactions contradicts Bahrain International obligations, which impose the protection of children’s rights and provide generous livelihoods for him, such as health, education and social security. In this regard, Al -Mahfouz praised the role of a number of ministries that cooperated with him in addressing complex issues, such as the ministries of the Interior, Justice, Health, and Education, expressing his thanks for these humanitarian efforts.
