I recently watched a video of an Arab person residing in South Korea in which he reviews the system of disposal of waste there, where each individual is required to sort garbage before getting rid of it, while making sure that each type of waste is placed in the container designated for it. For example, the regular paper is separated from the cardboard (cartoon), and the different types of plastic must be eliminated in specific places. Plastic bags have their own place, and plastic containers, depending on their size, have another place.
The video owner indicated that the waste storage areas are monitored by cameras around the clock. And if one of them violates these strict instructions, records are reviewed to determine the violator, who is facing evidence and imposes a fine that may be large. In addition, garbage bags contain symbols that allow identifying their owner, reinforcing the principle of accounting.
This video made me think of citizens’ complaints about the drawings that have become a financial burden on everyone, whether they are committed to laws or not. Instead of increasing fees in general, imposing fines on violators can be an effective source of income for the government. Whoever violates the laws must bear the consequences, while those who are committed to do so.
Also, the benefits that will return to the homeland are great in the event of the application of the law, and here I emphasize and emphasize the word “applying the law” to violators, we have in Bahrain laws and decisions that have not been activated. For example, a fine of dumping garbage in the streets and roads that have not yet been activated, and we see in some of our streets a lot of garbage that is thrown without deterrent to those who do so, but that the garbage boxes remain empty While the garbage is dumped around it, which is a phenomenon that spreads in the residential areas, it remains lying on the side of the road until the workers of the cleaning companies come and raise it. We also saw some private companies concerned with cleaning one of the uncomfortable residential areas, throwing building waste and others outside the walls of that area without accountability or sergeant, and these grave violations have already been reported.
So why are the fines not imposed on violators instead of thinking about raising the fees? We can take advantage of the South Korea experience to preserve our streets and regions clean and beautiful.
The same applies to traffic violations. The spread of dilapidated vehicles in the streets of the Kingdom, especially the number of connecting cars, some of which are running without lights and their structure are worn out and their tires are finished, in addition to using their wide drivers for mobile phones while driving, which is serious risks to the road visitors.
Many violators continue in these behaviors, and they are certain that they will not be punished. But using simple technological means, we can impose respect for traffic laws, and at the same time, to enhance government revenues.
During the year 2023 of the violations, the Traffic Department’s revenues of violations reached approximately 11 million dinars, and if complete road control has been activated, this number will double, and we will see a decrease in traffic accidents, a comfort on the roads and regularity in our lives in general.
By focusing on the application of existing laws instead of imposing additional fees, we can create a more fair and efficient system, beneficial to the government and society alike.
