The Speaker of Parliament Ahmad Al -Muslim referred to the Public Utilities and Environment Committee a proposal to a law stipulating that the monthly income of the submitted application of the housing unit is approved at the time of submitting the application as a criterion for its entitlement, and if its income changes after that.
The explanatory note of the proposal stated: Many citizens face problems in canceling their requests for the housing unit or converting their requests to funds when they receive a certificate of allocation just to increase his income, and so that the citizen is not deprived of his right to housing, and in order to achieve the desired goal based on the constitution of the Kingdom of Bahrain, so the proposal came to adopt the monthly income when submitting the request as a criterion for entitlement, even if his income changes after that Upon allocation, so that the accreditation is based on their actual circumstances at the time of submitting the request for housing unit, as practical life continues for years that results in the acquisition of experience and promotions; Which results in a gradual increase in monthly income with the requirements of living life, but this increase deprives the citizen of his right to housing unit, especially that the request for housing unit takes many years until it is met, and to ensure that citizens are encouraged to develop themselves and improve their monthly income without fear of losing their right to the housing unit after a long wait, and to ensure the stability of housing plans and the speed of their completion, the continuous changes in income Citizens lead to reverse results in the waiting lists and distribution programs for other housing services when adding new requests in the waiting lists due to the income change, and to avoid these problems that may slow down the organizational process, by adopting the monthly income at the time of submitting the application, and if the income changes after that, as it is a fixed and guarantee standard in accelerating the procedures and completing them according to the planned plans, as this proposal represents an important step towards achieving Justice and stability in the housing entitlement, as it achieves reassurance among citizens that their housing right is guaranteed without canceling due to natural income changes, as it ensures that the citizen gets after a long wait on the housing unit, without the natural changes in income affecting the passage of time, which supports the Kingdom’s policy in achieving housing justice.
