The Minister of Justice, Islamic Affairs and Endowments, Nawaf Al -Ma’wed, confirmed that the visual documentation service “remotely” allows the completion of the documentation transaction electronically, from starting it until the receipt of the transaction document, which is a document that can be officially used, taking into account the availability of the necessary legal guarantees.

He added during a press conference held yesterday, on the launch of the electronic transformation project for documentation services, that this initiative comes within the strategy of developing the documentation sector services in line with the government’s directions headed by His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince and Prime Minister, and in line with Bahrain Economic Vision 2030.

On the visual documentation service, the minister indicated that this optional new service will be applied gradually, as 31 types of transactions were identified in the first stage, with the aim of graduating in the application of this service, including, for example, the private official power of attorney, the document of establishing a limited liability company, and an approval to agree to amend a real estate status, a power of attorney to establish a company, and other transactions, pointing to the possibility of obtaining this service inside and outside the Kingdom of Bahrain.

The minister said: “The visual documentation service reflects the continuous development witnessed by the documentation services sector, as the personal attendance was a requirement to complete the transaction in the past, after which the possibility of transferring the private notary to the beneficiaries was provided, leading to the possibility of completing it remotely without the need for personal attendance, provided that all the completed transactions are subject to the supervision and control of the documentation and implementation management in the ministry.” The minister stated that this service provides many advantages and facilities, including adding the property of canceling agencies by entering the service link with the electronic key and conducting the process directly through the electronic system, in addition to inquiring about the transactions.

He pointed out that this new service will witness more development and expansion in later stages, pointing out that the ministry is looking to enter more developments on the service in the second stage, including the inclusion of the real estate sale transactions and others, as well as to benefit from the advantages of the developed electronic key «eky2.0».

The Minister expressed thanks for the efforts made by the Information and Electronic Government Authority, the Blix Computer Consulting Company, the Ministry’s work team, especially the Department of Documentation, Implementation and Information Technology Management, for their role in implementing the visual documentation project.

For its part, the Director of Information Technology at the Ministry of Justice, Islamic Affairs and Endowments, Wafaa Al -Hajri, presented a presentation on the most prominent advantages of the visual documentation service, and the steps of using the service, while providing a model for the new form of documentation treatment. She pointed out that the electronic link system with the competent authorities was included in the visual documentation service, which contributes to reducing and facilitating the procedures for obtaining the service.

The Minister of Justice, Islamic Affairs and Endowments Nawaf Al -Ma’wed said that paper documents will remain the same as approved documents, in his response to a question to Al -Watan, about the fate of paper documents issued before the electronic transformation project system, indicating the difficulty of this because the electronic document reflects its impact on other parties, but he made it clear that it is still present and a list as a second option for those who wish to implement its treatment through it.

On the prices of the new visual documentation, Al -Ma’wadah clarified that at the value of 6 dinars, referring to the advantages that are achieved in this system, where any party or even another country can verify the validity, credibility and information of the document through the digital code in it, and it also allows the cancellation of the document at any time he desires without the need to return to the notary again or another party.

Al -Ma’awidah added, that electronic documentation is available in both Arabic and English, and it can be made from Bahrain and abroad for the customer where he can fill in the data, or the notary is required to complete this on his behalf. On its part, the Undersecretary of the Courts, Family Car -General and alimony at the Ministry of Justice, Islamic Affairs and Endowments Dana Al -Ziyani indicated that the real estate sale will be within the next stage of the system where there is a set of transactions that have not been included in the system, It will be within the next stage, while the Acting Assistant Undersecretary for Courts and Implementation Affairs, Nayef Al -Thawadi, confirmed that the role of the Future Documentation and Implementation Department will be a censor role on the work of the notary of private justice. The property and the absence of any restrictions on it, and linking the court system to ensure that there are no criminal cases on the parties to the transaction.

She pointed out that it is possible to link with the Department of Minors’ Affairs and Funds to ensure the eligibility of the parties to the transaction, and to link with the Information Authority and the electronic government to verify whether the party is deceased or not, besides linking with the general registrar system to ensure the validity and validity of the lawyer’s license, and link with the general registrar system to ensure the validity and flow of a special notary license.

Al -Hajri explained that the system allows the possibility of activating the visual session between the notar and the transaction parties and dispensing with personal attendance, activating the electronic signature by introducing the OTP verification code and dispensing with manual signature, and preserving the Blockchain format to protect it from forgery and the possibility of circulating it electronically between the official authorities and institutions.

It also allows the possibility of canceling transactions for a private justice writer, dispensing with paper trading in the visual documentation system, and saving time and effort.

She explained that the new transaction can be provided by registering in the electronic key, activating the notification service, filling in the laboratory provider data, choosing the notary that he wants to deal with, adding the attachments and is determined through the system, adding the agency data if it is present, adding additional information in the event of its presence such as the license number, in addition to reviewing all the data and the ability to adjust it by referring to the previous pages.

The Minister of Justice, Islamic Affairs and Endowments honored the notary of the private lawyer, Mohamed El -Wusta, for the first transaction by the visual documentation service, which was accomplished during the first hour of the launch of the service.
