The Shura Council approved by the majority of the report of the Foreign Affairs, Defense and National Security Committee on a draft law to agree to join the Vienna Agreement on the Treaties Law of 1969, which sets the basic rules, and regulates the customary norms and principles that are recognized for formulating and implementing international treaties and agreements, and therefore it is called the “treaty treaties” in the presence of the Minister of Justice, Islamic Affairs and Endowments Nawaf Al -Ma’wad.
The decision of the committee d. Bassam Al -Banmah Muhammad that the joining of the Kingdom of Bahrain for this agreement comes in line with its taking many and tangible steps to enhance its position as a regional and international center for the settlement of international commercial disputes, including the issuance of a decree establishing the Board of Development of International Trade Disputes in the Kingdom of Bahrain, as well as the presence of the Bahrain Chamber to settle disputes. He explained that the establishment of the Gulf Commercial Arbitration Center and other initiatives aims to enhance Bahrain’s position in this field, and continue to build all capabilities and develop mechanisms and procedures, noting that the agreement is one of the most important ruling international instruments that include the rules organizing international treaties and agreements.
Al -Bannah Muhammad pointed out that the Vienna agreement came to sink and regulate the rules that govern the treaties between the persons of international law that were organized through international norms, and then this agreement is the first blogging of these norms, and therefore it is considered a major legal source of international law.
For his part, a member of the Shura Council, Dr. Abdullah Al -Nuaimi on the international reference that states refer to in signing the agreements. While the Shura member Ali Al -Aradi explained that the Vienna Convention on the Treaties Law of 1969 is considered the mother of agreements; Because it was the boundaries of international law, and kept the rest of the matters as norms, and stipulated in the preamble that everything that was not in the agreement would be customary, pointing out that this agreement is deposited with the United Nations.
On the other hand, the Legal Adviser at the Ministry of Foreign Affairs, Anas El -Sayed, stated that the Vienna Treaty is the primary reference for the full international agreements, as it sets the general framework for regulating treaties between countries, whether they are bilateral or multilateral treaties.
