Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and Minister of Health and Population, launched the National Strategy for Digital Health “2025-2029”, as part of the activities of the third edition of the World Conference on Population, Health and Human Development (PHDC’25), which is being held under the generous patronage of President Abdel Fattah El-Sisi, President of the Republic, under the slogan “Empowering Individuals, Promoting Progress, Providing Opportunities,” in the period from 12 to 15 November this year.
National digital health strategy
This strategy represents the cornerstone of the fundamental transformation of the role of the Ministry of Health and Population, to become the main regulatory body for a dynamic, multilateral digital health system, ensuring the enhancement of quality and creating a reliable environment for prosperity and innovation within the public and private sectors.
Dr. Khaled Abdel Ghaffar said that the National Digital Health Strategy is a comprehensive road map that aims to develop the healthcare sector in Egypt, through the strategic use of information and communication technologies, which contributes to achieving a more efficient, equitable and sustainable health future. He added that the strategy is based on establishing an integrated digital health system that focuses on people by 2029, and ensures safe and fair access to high-quality health services, through building secure and interoperable systems, and unifying health data at the national level, in a way that serves decision makers. It enhances the quality of service provided to citizens.
He pointed out that implementing this strategy will contribute to improving the performance and flexibility of the healthcare system in Egypt, by supporting data-based decision-making, facilitating access to digital health services, and raising the efficiency of the health system in the face of accelerating challenges, within the framework of the Egyptian state’s direction towards building an advanced digital health system that contributes to enhancing citizen confidence in health services and ensuring their sustainability.
On the sidelines of the launch, Dr. Khaled Abdel Ghaffar participated in a high-level dialogue session, where he stressed during his speech the necessity of teamwork and concerted efforts among various state agencies to accelerate the pace of digital transformation. He explained that the success of the strategy requires adopting a comprehensive government approach that supports institutional work and ensures its continuity, stressing that the state places citizen health as its top priority, and considers digital transformation an essential pillar for building a health system capable of adapting to changes and providing high-quality services.
Dr. Khaled Abdel Ghaffar added that the Ministry is working to develop a safe and flexible digital infrastructure, enhance the capabilities of workers in the health sector, and expand the scope of innovation in providing services that respond to the needs of citizens, stressing that digital transformation is not just a technological development, but rather an investment in people and improving their experience within the health system, in line with Egypt’s vision for sustainable development.
For her part, Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, stressed that the state considers citizen health a strategic pillar for economic growth and sustainable development and not just a service, noting the keenness to align health goals with development priorities to confirm that every goal in the health sector has a direct impact on society, the economy and the environment, as well as enhancing integration between all sectors (education, environment, social protection, cultural awareness), which makes every health intervention not work in isolation, but rather directly linked to improving the results of other sectors, and in a way that contributes to achieving the state’s development goals.
Dr. Ahmed Taha, Chairman of the General Authority for Health Accreditation and Control, Dr. Nima Abed, representative of the World Health Organization in Egypt, Mrs. Mai Farid, Executive Director of the Comprehensive Health Insurance Authority, and Dr. Tariq Muharram, CEO of Elevate Capital Management, participated in the dialogue session.
