The Services Committee of the House of Representatives held its fifth meeting in the fourth regular session of the sixth legislative term, headed by Representative Mamdouh Abbas Al-Saleh, Chairman of the Committee, this morning, and in the presence of the Representatives and members of the Committee.
The Chairman of the Committee stated that Decree Law No. (40) of 2025 was discussed amending some provisions of Law No. (8) of 2021 regarding sports professionalism, as the Committee approved by majority the Decree Law and a report was submitted on it to the Office of the House of Representatives.
In the same meeting, under the discussion of the draft law, the committee also reviewed four draft laws:
1. A draft law on social protection (prepared based on the proposal for a law “as amended” submitted by the honorable House of Representatives), and the committee decided to postpone it for further study.
2. A draft law amending some provisions of the Labor Law in the Private Sector promulgated by Law No. (36) of 2012, attached to Decree No. (93) of 2024, and the committee decided to postpone it for further study.
3. A draft law amending Article Five of Law No. (27) of 2005 regarding education “prepared based on the proposal for a law (as amended) submitted by the House of Representatives, and the committee decided to postpone it for further study.
4. A draft law amending some provisions of the Children’s Law promulgated by Law No. (37) of 2012 (prepared based on the proposal for a law (as amended) submitted by the honorable Shura Council), and the committee decided to approve it and submit a report on it to the Office of the House of Representatives.
The committee also discussed, under the proposals for a law, two proposals for a law and decided to postpone them for further study. They are: 1. The proposal for a law regarding regulating pornographic content via electronic means.
2. Proposing a law regarding the fees imposed on employers to obtain and renew work permits and residence permits for family members of the worker and the foreign employer.
In the item of willingly discussing proposals, six proposals were willingly approved:
1. Proposing a desire to “provide a free or subsidized health service to treat infertility in women within government hospitals and the health insurance system.”
2. The proposal The proposal with a desire to develop national tourism, by establishing interactive specialized villages in Bahrain to enhance popular heritage and support the national economy, with a global partnership and with no less than 70% Bahraini management and operation.
3. Proposal with a desire for the esteemed government to form an administrative committee to verify the validity of the qualifications of foreign workers before employing them.
4. Proposing a desire to establish a national index for the progress of the Bahraini citizen to maintain originality and keep pace with developments and skills in the global labor market.
5. Proposing a desire to activate laws and decisions related to the employment of people of determination in the Kingdom of Bahrain.
6. Proposing a desire to establish a fixed and special support program for employing people of determination in the public and private sectors. The committee also proposed in its report to merge the fifth and sixth proposals into a single proposal.
The Services Committee is composed of representatives: Representative Mamdouh Abbas Al-Saleh (Chairman), Representative Abdul Wahed Abdulaziz Qarata (Vice-Chairman), and the membership of: Representative Jalila Alawi Al-Sayyed Hassan, Representative Lulwah Ali Al-Rumaihi, Representative Muhammad Jassim Al-Alawi, Representative Munir Ibrahim Sorour, and Representative Mahdi Abdulaziz Al-Shuwaikh.
