The Parliamentary Foreign Affairs, Defense and National Security Committee recommended that the House of Representatives adhere to its previous decision to extend the period of reconciliation for traffic violations to 30 days, in violation of the decision of the Shura Council, which rejected the project in principle.

The project includes the accused who accepts reconciliation paying an amount equivalent to half the minimum fine prescribed for the crime within a maximum period of thirty days from the date reconciliation is offered to him.

According to its sponsors, the project considers that the period of seven days following the payment of the reconciliation amount – stipulated in the third paragraph of Article (56) of the Traffic Law – is a short period that makes it difficult for the perpetrator of the violation to manage half the minimum fine for the aforementioned reconciliation, especially in light of the wave of rising prices that is sweeping the world and its great impact on citizens in managing their living conditions and the weakness of their financial capabilities, and increasing the reconciliation period to thirty days with the payment of half the limit. The minimum fine will encourage perpetrators of traffic violations to accept reconciliation, and this will reduce the number of cases heard by the traffic court, while reducing the burden on judges and devoting them to the most important cases, as well as reducing the burden on citizens.

The government had requested that it be reconsidered on the basis that what was stated in the draft law represented a waste of the principle of general and specific deterrence of the criminalization provisions contained in the Traffic Law.
