Amending the system for promoting workers in government health institutions

The Chairman of the Supreme Council of Health, Lieutenant General Doctor Sheikh Mohammed bin Abdullah Al Khalifa, issued a decision amending the system, conditions and controls for promoting workers in government health institutions. In accordance with the decision, a committee shall be established called the Promotions Committee for Governmental Health Institutions, referred to in this decision by the word, and the committee shall be responsible for expressing an opinion on the nominations submitted to it from the Human Resources Department with regard to the promotions of employees who do not hold senior positions.

The decision states that the grades for executive positions are: “executive positions two and above, and medical, nursing, allied medical, and specialized technical positions six and above. Lists of those who meet the conditions for promotion are prepared for review by the committee and approval by the CEO and submitted to the Board of Trustees for approval, and then the procedures are passed through the human resources system.”

The decision allows the employee to be promoted regularly, according to the following conditions:

1- Promotion must be based on merit based on elements of performance, experience and academic qualifications.

2- The employee must have spent the required number of years of service in his current rank in accordance with the controls for job promotion according to the tables accompanying this decision.

3- The employee must meet the academic qualifications and professional licenses or professional certificates.

4- The grade to which one is promoted should not exceed the approved job grade according to the approved organizational structure.

5- The employee’s performance level according to the last evaluation should not be less than an estimate that fully meets expectations.

6- There must be financial support for the promotion.

It is also permissible for the employee appointed on the schedule of grades and salaries for executive positions to be specially promoted to one grade higher than the grade prescribed for the position he occupies, with the aim of retaining rare and distinguished competencies in the government institution, or for the employee nominated for promotion to be entrusted with the task of supervising and managing important programs or projects, in accordance with the following conditions:

1- The employee must have spent at least one year in his current position.

2- The employee’s current grade must not be higher than the grade prescribed for his job, and his current grade must be the grade prescribed for the job.

3- The employee’s performance level according to the latest evaluation should not be less than an estimate that fully meets expectations.

4- There must be financial support for the promotion.

Physicians holding the position of Senior Resident Doctor accredited to the sixth specialized degree may be promoted to one degree higher than the degree prescribed for the position they hold, with the aim of retaining rare and distinguished competencies in the government institution, in accordance with the following conditions:

1- He must have spent at least seven years in his current position.

2- His current grade should not be higher than the grade prescribed for his job, and his current grade should be the grade prescribed for the job.

3 – He must have passed the first part of the Board exam in one of the medical specialties, or the first part of the training program for dentists (example: MGDS), or passed two years of the SDRP program, or its equivalent.

4 – The level of performance according to the last evaluation should not be less than an estimate that fully meets expectations.

5- There must be financial support for the promotion.

An employee who has reached the end of his approved job grade will be promoted to a grade higher than the approved job grade he holds, in accordance with the following conditions:

1- He must have spent at least one year of active service at the end of his current grade.

2- The employee’s current grade should not be higher than the grade prescribed for the position he occupies…

3- The employee’s performance level according to the latest evaluation should not be less than an estimate that fully meets expectations.

4- There must be financial support for the promotion.

Consultant doctors who have reached the end of the salary grade of the tenth specialty grade will be promoted to the sixth executive grade, in accordance with the conditions for promotion at the end of the salary stipulated in the previous paragraph.

With the exception of termination of service for the reasons stipulated in Paragraphs 5, 6, 7, 10 and 12 of Article 38 of the regulations regulating personnel affairs in government health institutions issued by Resolution No. 52 of 2021, an employee may be promoted retroactively upon the end of his service for a period not exceeding one year prior to the end of service, provided that one year has passed since he obtained the last promotion. The provisions contained in Resolution No. 30 of 2013 regarding determining the salary of occupants of the seventh executive rank who meet the conditions for end-of-service promotion apply to the end-of-service promotion for chief executives and those who hold the seventh executive rank equivalent.

The employee’s salary upon promotion shall be determined according to the approved salary scales, as follows:

1- The value of the sum of two ranks of the grade to which he is promoted is added to his basic salary before promotion. If the amount falls between two ranks of the grade to which he is promoted, he will be given the salary of the higher rank, provided that it does not exceed the maximum number of ranks in the grade.

2- If the promotion is granted according to a change in the job group, the job grade equivalent to the employee’s current grade will be determined according to the approved grade equivalency table, and then he will be granted a promotion to the next grade in accordance with the promotion conditions stipulated in Article 10 of this decision. His salary shall be determined in accordance with Clause 1 of this Article, or promotion shall be granted by two ranks at the same equivalent grade, in the event that it is not possible to promote him to the next grade in relation to the grades in which the employee is required to spend a certain number of years of service in accordance with the conditions and controls approved for them.

3- If the promotion coincides with the date of the change in the job group or within a year of that change, and the equation was made on the basis of the basic salary exceeding the end of the salary of the equivalent grade and granting the employee the next grade, then the promotion will be at the rate of two ranks of the same grade, provided that it does not exceed the end of the salary of the grade. In order to obtain the next rank, the number of years of service required for promotion must have passed since the date on which he was granted the two ranks, in accordance with the conditions for promotion stipulated in Article 10 of this decision.

4 – If the promotion date coincides with the date of granting the increase linked to annual performance, the employee will be granted the promotion first and then granted the increase linked to annual performance after that.
