The House of Representatives’ Financial and Economic Affairs Committee held its meeting on Monday morning, headed by Representative Ahmed Sabah Al-Saloum, Chairman of the Committee, and in the presence of the Representatives and Committee members.
Representative Ahmed Sabah Al-Saloum stated that at the beginning of the meeting, the committee reviewed the new referrals, which are:
1- Draft Law No. ( ) for the year establishing the Industrial Development Fund (prepared based on the proposal for a law submitted by the esteemed House of Representatives).
2- Draft Law No. ( ) for the year regarding encouraging qualitative investment in the Kingdom of Bahrain (prepared based on the proposal for a law submitted by the distinguished House of Representatives). 3- Draft Law No. ( ) for the year amending Article (4) of Decree Law No. (41) of 2002 regarding privatization policies and controls (prepared based on the proposal for a law submitted by the honorable House of Representatives) 4- Proposed law regarding government financial obligations owed by the deceased citizen.
The committee also reviewed two reports, under its returned reports, and decided to postpone its decision on them for further study. They are:
1. A draft law amending some provisions of Decree Law No. (36) of 2002 regarding regulating government tenders, auctions, purchases and sales, attached to Decree No. (94) of 2024.
2. The Bureau’s decision to approve the Committee’s request to withdraw its report regarding the proposal with a desire to impose regulatory standards and conditions for obtaining a commercial register for craft professions for home maintenance to ensure quality of service and safety in the Kingdom of Bahrain.
As part of the meetings, the committee met with those who submitted the proposal with a desire not to increase the salaries of foreigners working in the public sector in the Kingdom of Bahrain, and it was agreed to resubmit an amended version of the proposal with a desire.
In the opinion requests section, the committee decided to address the committees regarding their opinion on the following requests:
1 – The Services Committee requested the opinion of the Financial and Economic Affairs Committee regarding a draft amending some provisions of Law No. (18) of 2006 regarding Social Security (prepared based on the proposed law submitted by the esteemed House of Representatives).
2 – The Public Utilities and Environment Committee requested the committee’s opinion regarding a draft law adding a new article No. (5 bis 1) to Decree Law No. (10) of 1976 regarding housing (prepared based on the proposal for a law “as amended” submitted by the esteemed House of Representatives).
3 – The Services Committee requested the committee’s opinion regarding a draft law amending Article Five of Law No. (27) of 2005 regarding education (prepared based on the proposal for a law (as amended) submitted by the esteemed House of Representatives).
4- The Legislative and Legal Affairs Committee requested the committee’s opinion regarding Draft Law No. ( ) for the year amending Article (9) of Decree Law No. (30) of 2009 regarding the Bahrain Chamber for the Settlement of Economic, Financial and Investment Disputes (prepared based on the proposal for a law submitted by the esteemed House of Representatives).
5 – The Services Committee requested the committee’s opinion regarding a draft law amending Article (144) of the Social Insurance Law promulgated by Decree No. (24) of 1976 (prepared based on the proposal for a law “as amended” submitted by the esteemed House of Representatives).
The Financial and Economic Affairs Committee includes in its membership, in the fourth session of the sixth legislative term: Representative Ahmed Sabah Al-Saloum as Chairman, Representative Zainab Abdul Amir Khalil as Vice-Chairman, Representative Iman Hassan Shuwaiter as a member, Representative Basema Abdul Karim Mubarak as a member, Representative Abdullah Hassan Al-Dhaen as a member, Representative Muhammad Muhammad Al-Rifai as a member, Representative Muhammad Youssef Al-Maarafi as a member, and Representative Najeeb Hamad Al-Kuwari as a member.
