The Tagammu Party Committee in Dakahlia Governorate held an emergency meeting, on Friday, at the party’s headquarters in Mansoura, in the presence of the party’s Secretary-General, a number of members of the political bureau, and some governorate secretaries, to discuss what the members described as a state of isolation and monopolization of party decisions, the absence of elected institutions, and the freezing of the party’s internal life, in blatant defiance of the party’s list and history of struggle extending since 1976 AD.

Dr. Gouda Abdel Khaleq, former Minister of Supply and Chairman of the Party’s Economic Committee, began the meeting with a direct voice intervention, in which he stressed that what is happening within the party is something that cannot be tolerated, demanding the immediate return of the elected bodies to carry out their duties, and an urgent call to hold the ninth general conference, and rejecting any attempt to amend Article 8 of the party’s regulations, as it is the safety valve for internal democracy, stressing that the assembly is a national institution based only on respect for the regulations and the will of the rules, and there is no justification for disrupting the work of the institutions. The elected party, and stressed that the assembly is based on unity and interdependence and not on isolation.
During the meeting, in the presence of Muhammad Saeed, the Secretary-General of the party, the members confronted him with several direct questions about the lack of organizational transparency, the disruption of the meetings of the Political Bureau and the General Secretariat, and the continued bypassing of elected bodies. However, he surprised the audience by announcing his withdrawal and refused to answer any questions. Then he left the hall announcing his withdrawal in a scene that the committee considered an expression of a state of escape from accountability, and an emphasis on the depth of the moral and organizational crisis within the central leadership.
The committee said in its statement: After what it witnessed of the sudden withdrawal of the Secretary-General of the party during its emergency meeting today, it confirms that this scene was nothing but a living interpretation of the state of exclusivity in the decision, the absence of dialogue, and the central leadership’s refusal of accountability and transparency. The committee has tried with all responsibility to open an honest dialogue about the reasons for the disruption of the elected bodies, the absence of meetings of the Political Bureau and the General Secretariat, and the postponement of the General Conference for more than a year and a half, which contradicts the texts of the bylaws and the spirit of the party, which was founded on democracy, publicity and respect. Institutions.
She continued: However, the response came with a confused withdrawal and a weak justification that the meeting was not organized, due to the presence of some members of the Political Bureau and some governorate secretaries, as if siding with the lists was no longer a virtue, but had become a crime requiring escape. The committee’s response was clear: The meetings held by the rules in defense of the list are the pinnacle of legitimacy and not a departure from it, and the real illegality is in disrupting the General Conference, extending the mandate without election, and trying to tamper with Article 8, which prevents organizational tyranny and requires the transfer of power within Party.
The Tagammu Party Committee in Dakahlia Governorate decided, with the participation of a number of members of the political bureau and some governorate secretaries, and after an extensive discussion characterized by transparency and boldness, all those gathered confirmed the following:
1. Confirming full support for the position of Dr. Gouda Abdel Khaleq and all national symbols demanding the return of elected institutions to carry out their work.
2. Full adherence to Article 8 of the party’s regulations and rejection of any violation of it under any justification or organizational cover.
3. Holding the central leadership responsible for disrupting elected bodies, and considering the decision-making alone a clear violation of the regulations and an assault on the will of the grassroots in all governorates.
4. An urgent call to convene the Ninth General Conference, to elect a new leadership.
5. Condemning the Secretary-General’s withdrawal from the meeting and considering it behavior inconsistent with the party’s values and the principle of accountability and transparency.
6. Forming a follow-up and coordination committee of some members of the Political Bureau and some governorate secretaries to prepare for an expanded meeting that includes all governorates wishing to restore the party.
7. Commitment to what was stated in the consultative meeting No. 1 of some members of the Political Bureau and some governorate secretaries, as it is the reference document for the internal reform position.
The Dakahlia Tagammu Party Committee confirmed that it reserves its full right to take whatever escalatory and legal steps it deems appropriate to preserve the party’s legitimacy and its organizational gains.
