The government expressed its approval of the proposal with a desire to freeze the housing service “Facilitation of Cooperation” by dividing each land in which a number of beneficiaries participated through the “Facilitation of Cooperation” program among them.
The government confirmed that it has identified the cases that faced obstacles in the division and construction process, and work is underway to reconcile their situations, adopting a mechanism to ensure that applicants applying to benefit from the program benefit from the full service, and obtaining initial approval from the Urban Planning and Development Authority before purchasing.
Regarding the proposal to continue disbursing the housing allowance to citizens benefiting from the housing service (facilitating cooperation) until the problems associated with its implementation are resolved, the government confirmed that the financing service is considered an immediate housing service that the citizen obtains within a few weeks without long waiting periods, and therefore the standard for disbursing the housing allowance does not apply to it after five years have passed from the date of submitting the housing application.
The government apologized for approving the proposal with the desire to increase the period of payment of installments due by the beneficiary for all housing services, including the Mazaya program, up to (35) years, stressing that it requires additional financial burdens on housing services, which may affect the government’s ability to optimally finance this service and maintain its sustainability.
The government also confirmed that it was impossible to implement the proposal with a desire to allocate vacant land (formerly Al-Khansa and Ibn Sina schools) to create housing apartments to serve the people of the Second District of the Capital Governorate, because the proposed real estate site includes a group of real estate, most of which is privately owned.
Regarding the proposal to cancel the Mazaya program and replace it with a program that is more fulfilling of the state’s constitutional commitment to providing housing for low-income citizens, the government confirmed the continued demand for requests to benefit from the various housing services provided by the Ministry of Housing and Urban Planning, including financing the Mazaya program. Therefore, the government is keen to maintain this program in principle while setting a ceiling for accepting the number of applications annually, so that The program becomes one of the financing options, and it is up to the beneficiary to choose the housing service that is compatible with his needs and meets his ambitions.
Regarding the proposal to grant a loan of (3) thousand dinars to the citizen beneficiary of housing units, the government confirmed that this does not fall within the housing services provided by the state, but it has taken other measures with the aim of meeting their needs, including granting the beneficiary a grace period of six months to postpone the housing installments starting from the date of receiving the unit.
