The Senate Law, in Article 28, specifies the controls for selecting those appointed to the Senate by a decision of President Abdel Fattah El-Sisi, President of the Republic, who number 100 representatives.

The article stipulates that President Sisi shall appoint one-third of the Council’s members, after announcing the election results and before the start of the session, and taking into account the following controls:
1. The person appointed must meet the same conditions necessary for candidacy for membership in the Senate.
2. Not appointing a number of people with the same party affiliation would lead to changing the parliamentary majority in the Council.
3. Not to appoint a member of the party to which the president belonged before assuming his duties.
4. Not to appoint a person who ran for Senate elections in the same legislative term and lost.
5. At least 10% of the seats must be allocated to women.
Article 29 of the Senate Law stipulates that the decision to appoint members of the Senate shall be published in the Official Gazette, and the appointed members shall have the same rights and duties as those assigned to the elected members of the Senate.
In its issue issued yesterday, the Official Gazette published President Abdel Fattah El-Sisi’s decision to appoint 100 members of the Senate.
