Stephen Miller took a leading role in directing American strikes on boats claiming to belong to Venezuelan drug smuggling networks, according to three sources familiar with the progress of operations.
According to the Phardiane, these people stated that Miller, Vice President of the White House staff, was sometimes leading coordination of strikes instead of Marco Rubio, National Security Adviser and Minister of Foreign Affairs of the name mentioned in the report.

The Internal Security Council (HSC), which is supervised by Miller as an internal security advisor, has coordinated most of the operations related to setting targets and carrying out strikes on suspected boats.
The informed stated that the National Security Council, which Miller re -formed this year to act as an independent entity inside the White House in the second state of Trump, played a central role in decision -making on targeting boats, a major shift from organizational practice in previous departments.
The insiders pointed out that Miller’s empowerment of this council allowed leaders within the National Security Council to assume the duties of the portal guards to determine the details of the marine targets and verify intelligence information before issuing the beating orders.
They added that Tony Salisbury, Deputy Speaker of the National Security Council, and other officials inside the council were receiving and investigating data related to the target boat even minutes or hours before the strike was implemented.
The informed stated that the administration justified the strikes as in response to the failure of the maritime ban and the diplomatic efforts in stopping the passage of drug shipments across the region, and that the strikes were aimed at disrupting smuggling networks that carry boats with drugs and sailing through regional waters.
Some officials also said that the escalation decision was taken for security and operational considerations, and to send a deterrent message to drug traffickers and their supportive bodies.
