Naabi’s proposal to amend the constitution to devote the priority of citizens in employment and achieve justice of work conditions

The Speaker of the House of Representatives, Ahmed Al -Muslim, referred to the Legislative and Legal Affairs Committee a proposal to amend paragraph (B) of Article (13) of the constitution of the Kingdom of Bahrain, in advance of 23 deputies led by Representative Abdel Wahid Qaraqat.

According to the proposal, it is replaced by the text of paragraph (b) of Article (13) of the Constitution, the following text, “The state guarantees the priority of providing job opportunities for citizens and the fairness of its conditions, according to their scientific and practical qualifications.”

The proposal providers indicated the proposal to amend the likely constitutional text, that it came to expand the scope of the constitutional duty to the state, which is represented in its commitment to providing job opportunities for citizens, so that this commitment is not limited to merely referring to work as a right, but rather bypassing the state is effective in achieving the justice of the conditions of work and equal opportunities between citizens in a manner consistent with their scientific and practical qualifications, It also guarantees a clear and specific priority for citizens.

The proposed amendment comes in light of the multiple challenges witnessed by the labor market, the most prominent of which is the increasing unemployment rates between citizens, and the variation of the opportunities available between them and other residents, which may negatively affect social justice and economic stability in the country. The principle of the priority of citizens in employment is in line with the Kingdom’s obligations in protecting their interests, raising their productive efficiency and achieving sustainable development.

The request to propose amendment of the constitution in the manner that is submitted from the constitutional duty that falls on the legislative authority is the necessity of reviewing the legislation of various degrees, even the constitutional texts from them to advance the legislative process and preserve the rights of citizens and expand their scope, in a way that enhances their presence in the labor market, devotes the concept of active citizenship, and achieves the principle of equal opportunities as one of the basic principles of any system Adel constitutional.

It is noteworthy that the proposal submitted by the deputies Abdul Wahid Qaraat, Badr Al -Tamimi, Hamad Al -Dawi, Muhammad Al -Rifai, Jamil Mulla Hassan, Muhammad Musa, Jalal Kazem, Hassan Ibrahim, Maryam Al -Sayegh, Iman Shuwaitir, Hisham Al -Awadi, Ali Al -Dossari, Hanan Verdin, Maryam Al -Dhawan, Mahdi Al -Shuwaikh, Mohsen Al -Assab, Mahmoud Verdah, Al -Ashiri, Abdullah Al -Rumaihi, Abdul Nabi Salman, Hassan Boukhamas and Ahmed Qaraata.
