A very strange logic I hear from some who complain about the high value of the financial fine specified in accordance with the law (traffic, municipality, trade, or …), and the argument is that the Bahraini cannot pay these large sums !!
In the sense that, as Bahrainis, we will violate the law, but this problem is not, but the problem is that the government did not have mercy on us and raised the price of the fine !! What is required? The government is required to reduce the value of the fine in honor of the poor Bahraini !!
This is new .. The violation has not been punished for the Bahraini, the violation is a punishment for those who underestimate the lives of the people, for the transgressors who underestimate the law, and even the Sahoun of them and the non -seized these threaten the safety of people in all cases.
This logic is a mistake until it is discussed, but at a time when you have to redefine the Muslim women, and the Bahrainis specifically from the peoples who are famous for discipline and respect for the law inside and outside Bahrain, what has changed in us? How did the violation become the rule and commitment is the exception?
Let us see how Bahrain was the days of time, and how much it was in love to know why Bahrain was famous for the regime and respect for the law.
In his book, the history of the Bahraini judiciary, Sheikh Abdul Rahman bin Mohammed bin Rashid says about the laws of the municipality a hundred years ago, “The year 1919 AD witnessed the launch of a pioneering municipal project in Bahrain that made it advanced on all parts of the Arab world from its maximum to its maximum, so it was the first experience in the region. The basic for which it was established, such as numbering homes and markets, removing garbage, expanding streets, draining rain water and approving the correct weights in trade, supervising livestock slaughtering, street naming signs, customs and tax procedures, lighting for boats and bicycles, requests to provide offers to build roads, and in parallel to establish the municipality, the municipal council was established after only one year, through the principle of principle The elections, which has already been done, was elected ten members, while the government has appointed ten others, and it may be determined that the customs center was headquartered for municipal meetings at the beginning.
As for the days of its meetings, it is every Tuesday at seven in the morning in the summer, and ten in the morning in the winter, and it owned the first garbage collection in 1924 AD and supervised the mental hospital until 1936 AD, then handed it over to health, and this year the (Al -Baksha) garden was established.
As for the municipality of Muharraq, it was established in 1927 AD … ». Then he added, “The municipal work in the beginning and since its foundation has enjoyed judicial authorities, especially since the city prince is attending the municipal meetings and was entrusted with him – along with his other work – the task of monitoring the suspected persons, and the Bahrain Municipality Law No. 1 of 1921 AD has imposed a fine of 1500 rupees or imprisonment with hard work of up to three months for any Bahraini, British or foreign person who violates internal laws. Regarding the violations of hygiene or tax evasion, it defined a number of penalties under the powers of the mayor.
Among the correspondences that take place between the municipality administration and other parties are evident in how it was monitoring the commercial fraud that takes place in the market, and contacts the Commercial Council (customary) and even subscribing to the investigations that the police are conducting with those involved in cheating operations, especially that they possess the records of merchants and supply the goods, as well as the municipality provided other parties with the names of the complainants in the courts … ».
This fine, with a calculation of today, amounts to 1500 dinars, not a rupee. Did you know why the people of the Gulf were saying about the streets of Bahrain that it is gold?
Imagine if our fines today with this high value, what would we say?
Bahrain did not rise except because censorship was strict and law enforcement was decisive, commitment and respect for it was a general popular culture.
Therefore, the development of the state and society is only when respecting the law is Muslim from the Muslim and old.
