Administrative governance is one of the means aimed at achieving comprehensive development (political, economic, social, cultural, and religious) for the welfare of society, establishing the values of democracy, justice, equality in opportunities, transparency that guarantee integrity, enhancing the rule of law, and drawing the boundaries between private and public interests and preventing the exploitation of positions and influence.
The importance of governance has increased over the past two decades; As a result of the transformation into the market economics system, the achievement of high and continuous rates of economic growth, the expansion of projects, the separation of ownership from the administration, the increase in capital transfers across the border, the weak mechanisms of controlling the behavior of managers, which led to the emergence of economic crises as a crisis of Southeast Asia. The need for it also appeared in many economies and crises that have witnessed a number of East Asian countries, Latin America and Russia in the 1990s, as well as the financial and accounting collapses that the American economy witnessed. The importance of good governance has also increased; As a result of many countries of the world to the transformation of capitalist economic systems in which it depends greatly on private companies to achieve high and continuous rates of economic growth.
International reports and the majority of researchers and thinkers confirm that governance represents the necessary tool to improve the quality of life, raise the standard of living of community members in developing countries, achieve luxury, justice and stability, and to raise the level of participation by citizens in everything that concerns them within the surrounding society, in addition to enhancing the spirit of democracy and equality in an era in which the spirit of challenge increases from citizens, whether through representatives in civil society institutions or the private sector Negative or lack of interest in many important issues in society by some ruling institutions.
Also, the practice of good governance in civil society organizations leads to creating justice, transparency and fair treatment for all members of the institution, as it prevents members of the administration committees to the authorities available to them in achieving illegal gains or dispelling the funds of various societies and parties, and the application of good governance helps to develop financial and human resources.
In light of the foregoing, we see that the matter requires a sincere desire to create an institutional framework for government job governance if not in an independent apparatus in itself, or to be in a section of government institutions, by creating and setting new laws and regulations that lead to a new framework that provides the opportunity for citizens to participate in the formation of this framework, and it is basic matters to create modern mechanisms to participate in the process of setting public policies on the basis of competence, ability and ability. This will only come through the political will that can impose order so that the application is from top to bottom.
