The Supreme Committee for Hajj and Umrah Affairs issued instructions to organize the conduct of Hajj campaigns for the 1447 AH season, in which it determined the ceiling of the number of pilgrims for each campaign with only 800 pilgrims, with the requirement to provide a “administrative check” bank guarantee ranging between 20 thousand – 100 thousand dinars, according to the number of pilgrims in each campaign.
The new instructions stressed the prevention of leasing or integrating campaigns with another, with confirmation of the ban on the advertisement of packages or prices before obtaining official approval, in addition to preventing the establishment of any links or platforms to collect pilgrims’ data outside the approved official path, in a move aimed at controlling procedures and ensuring the highest degrees of integrity and transparency in the service of the guests of Rahman.
The issuance of the Supreme Committee for Hajj and Umrah Affairs came instructions for submitting management requests for the Hajj season 1447-2026, according to the legislation regulating Hajj Affairs, and the instructions issued by the Ministry of Hajj and Umrah in the Kingdom of Saudi Arabia. – The campaign is obligated to determine the number of pilgrims to be managed, provided that it is not less than (90) pilgrims as a minimum, and the total number of pilgrims in each campaign does not exceed 800 pilgrims in all cases, and it is taken into account that the final number adopted for each campaign will be determined based on the selection of applicants who meet the approved criteria, and in line with the total share prescribed for the pilgrims of the Kingdom of Bahrain.- The campaign is committed to depositing an administrative check As a bank guarantee, it is calculated according to the following: 20,000 d.B. against the first (90) pilgrims (minimum). Financial obligations arising from the campaign as a result of the breach of its contractual obligations towards the pilgrims, or any party in the Kingdom of Bahrain or in the Kingdom of Saudi Arabia, including violations related to the Saudi electronic path, according to judicial rulings or according to what the Supreme Committee decides in this regard.- The ministry reserves the right to lose the amount of financial guarantee, completely or partially, whenever the need to accelerate the contracting procedures via the Saudi electronic path. The campaign by providing a detailed statement of its needs of service cadres, provided that the number of wanted individuals includes an accurate description of the tasks and responsibilities assigned to them, in order to study the needs and estimate the appropriate numbers.- The campaign is obligated to attach an accredited certificate with its international bank account number (IBAN), in addition to a clear copy of the passport of the owner of the campaign, and a copy of his personal card. It is required that the campaign be a headquarters I am equipped and prepared to start its work, and it is officially approved by the competent administrative authority in the Ministry of Justice, Islamic Affairs and Endowments. The campaign is prohibited from announcing the service packages or the proposed prices before the issuance of an official notice of approval of its request for management by the Supreme Committee.
The committee mentioned 16 items for the responsibility of the owner of the campaign and its employees or in its favor, as the campaign owner undertakes his knowledge and approves him to adhere to the instructions issued by the committee and the Kingdom of Bahrain mission for Hajj and cooperate with them in everything that would provide the best services to pilgrims and adhere to the following in particular:- Personal supervision of the campaign to conduct the campaign himself, as the license is in person under the law and it is not permissible to abdicate or delegate it to others In any case.- Not to rent the campaign or integration with other campaigns.- Direct supervision of the campaign management, along with the accredited and official administrative team with the competent authority.- Campaign data management in the approved official website and follow-up of its registered procedures, with the right to power of the campaign to carry out these tasks, while remaining full responsibility for the campaign owner in front of the ministry for any procedure or violation regarding the use of the site. To collect pilgrims data, where the registration of those wishing to perform the Hajj pilgrimage is limited to the approved official website only.- Follow the timetable and the procedures mentioned in the initial arrangements document issued by the Ministry of Hajj and Umrah in the Kingdom of Saudi Arabia attached to these instructions. Contracting on pilgrims transport services at the service provision company, so that these contracts are limited to bus transport companies approved by the General Syndicate of Cars, or with the Saudi Railways Company (SAR).- The purchase of the guidance and sacrifices for all pilgrims from the “Adhahi” project through the “Nesk Masar” platform. The deposit or division of the contracts of the contract.- Campaign can contract joint contracting providers at the residence only, in a way that does not exceed the capacity of the housing, with these campaigns to be combined with shared responsibility for all the services provided in the joint headquarters, while emphasizing the need for complete independence between the campaigns in all contracts related to the provision of other services, in a way that achieves the condition of non-integration. It is concluded with the companies licensed to provide transportation service, or according to what the competent authorities decide in this regard in the Kingdom of Saudi Arabia.- Contracting with licensed service providers to provide additional administrative cadres as needed, and according to what the competent authorities in the Kingdom of Saudi Arabia decide in this regard. The campaign must submit the service packages provided to the pilgrim to the committee via e-mail, in preparation for displaying it in the official website approved during the registration period, provided that the details include The following:* Type of service: distinct – regular or other names that the campaign desires.* The destination: Makkah Al -Mukarramah – Makkah Al -Mukarramah and Medina. The package includes all the fees.* Submit a written request to the Supreme Committee for any additional work that the campaign desires in the feelings before December 31, 2025. The lack of borrowing administrative or technical cadres from any other campaign, or their involvement in work in any way. From the conduct of the Hajj for this season in the event that it is proven that any of the following violations is proven:- The waiver of the license granted to the campaign owner in any way.- Using others to manage the campaign instead of its owner. Services for the public.- Announcing fake services or violating the reality.- Increasing prices from the announced in the introductory file without justification.- The campaign directs those who wish to register for a specific campaign other than its campaign.- The campaign registered fake names in the approved official site. Also, Mohamed Janahi, the official of the Tawhid Campaign for Hajj, stressed that the committee is working to achieve transparency in all the details of the Hajj procedures in a way that serves the interests of the pilgrims of the Kingdom and contributes to facilitating the procedures for everyone.
