The European Union is studying a broader set of potential counter measures against the United States of America with the risk of reaching an acceptable trade agreement with Washington, according to diplomats from the European Union.

According to Bloomberg, diplomats say that an increasing number of European Union members, including Germany, are now studying the use of measures, which would allow the Union to target American services and other sectors if an agreement is not reached.
The European Commission, which negotiates trade agreements on behalf of the 27 countries, was on its way to an agreement whereby the European Union will face a 10% American customs tariff for most of its exports, with some concessions.
It seems that these hopes have now been dissipated after US President Donald Trump threatened to impose a 30% customs tariff by August 1, and after talks between the European Union Trade Commissioner, Marus Sivkovic, and his American counterparts in Washington last week.
Diplomats from the European Union added that their American counterparts reached different solutions during its meetings, including a basic rate that may be much higher than 10%.
The chances of mitigating or canceling US tariffs appear by 50% on steel, aluminum, and 25% on cars and their spare parts are limited.
