Mohamed Abdel -Latif, Minister of Education and Technical Education, reviewed the various aspects of the draft amendment of the Education Law and the Egyptian Baccalaureate draft, submitted as a substitute for high school before the Education and Scientific Research Committee in the House of Representatives, headed by Dr. Sami Hashem, head of the committee.
Dr. Sami Hashem, Chairman of the Education and Scientific Research Committee, started his speech by welcoming the attendees, noting that the Speaker of the House of Representatives referred the draft law on education provisions submitted by the government to the Joint Committee from the Education and Scientific Research Committee, and the office of the plan and budget committees, constitutional and legislative affairs.

He explained that the Chairman of the Council commissioned the joint committee to quickly start studying the draft law in a careful and extensive way during all the committee’s meetings, pointing out that there are other listening sessions and conducting a wide societal dialogue on the texts and rulings received in it, with the aim of reaching a final formula that reflects the philosophy and goals for which the project came.

The minister added that the proposed amendments to the draft amending the Education Law come within the framework of the Egyptian state’s commitment to developing the education system in accordance with international quality standards, as stipulated in Article 19 of the Egyptian constitution, stressing that the project to amend the law does not affect free education, which is an inherent and constitutional right for the Egyptian citizen.
On the subjects that include granting the Minister of Education the powers of adding or implementing specialized educational programs after the approval of the Council of Ministers and the Supreme Council for Pre -University Education, the Minister explained that these amendments aim to update the powers granted to the minister in a manner commensurate with contemporary challenges and stimulating educational innovation, which enhances future transformations in education.

On technological education, the Minister explained that the model of applied technology schools is a successful and distinguished example of technical education and the Ministry aims to expand its numbers as 90 schools will be launched during the next academic year, adding that the ministry seeks to hold partnerships with international companies in a number of countries in the world, including Germany, Italy, Japan and others to develop training programs for students in applied technology schools in a way that is reflected in the skills and capabilities of graduates of these schools including It coincides with the requirements of the local and international labor market.
Minister Mohamed Abdel -Latif continued that determining the cost of expenses and academic fees for secondary secondary education, and cases of exemption from them, are due to the nature of the study and specialized academic subjects in each technological study program and its required visits.
The minister stressed that the ministry is moving forward in implementing the state’s strategy for developing education, and setting plans and programs studied to build an integrated educational system, and to address the challenges that hinder the progress of progress.
During the session, the Minister reviewed the most prominent efforts made by the ministry during the last period, noting that the focus has focused during the current academic year to address chronic problems that have long negatively affected the quality of education over decades, in the forefront of which is the solution to the problem of student densities in the classes, filling the deficit in the numbers of teachers, and working to enhance the discipline of the educational process, as the percentage of students attending schools this year increased to about 85%, In addition to the completion of the secondary school restructuring, according to the latest international standards, in order to achieve a real qualitative shift in this important sector, and keep pace with the developments of the times and the requirements of the labor market.
The Minister thanked and appreciated the members of the House of Representatives for the constructive support and effective cooperation with the ministry, praising their positive role in supporting the efforts to develop education, stressing that this support had a great impact in overcoming many challenges, and resulted in tangible results in solving a number of problems that faced the educational system during the last period.
The session witnessed a lengthy discussion and questions from the deputies about some of the articles of the proposed draft law, as Minister Mohamed Abdel -Latif affirmed his keenness to listen to the various opinions and proposals that ultimately contribute to reaching a final formula that serves efforts to develop the educational system, stressing that his first goal is to achieve Saleh Al -Taleb and the teacher as a maximum priority.
At the end of the session, Dr. Sami Hashem stressed that the draft amendment of the Education Law is subject to careful and extensive study during the coming days with the aim of fulfilling all proposals and opinions.
