The Senate Law, in Article 28 of it, specified the controls for selecting the appointed, as President Abdel Fattah El -Sisi is scheduled to appoint 100 deputies in the council.

The article states that the President of the Republic appoint a third of the members of the Council, after announcing the result of the election and before the beginning of the session, and taking into account the following controls:
1. To be available in those who are appointed to the same conditions necessary to run for the Senate membership.
2. A number of people with a single party affiliation should not be appointed, leading to a change in the parliamentary majority in the council.
3. One of the members of the party to which the president was not appointed before he assumed his duties.
4. He should not appoint a person who has fought the Senate elections in the same legislative chapter, and lost it.
5. To allocate (10%) of the seats at least for women.
Article 29 of the Senate Law includes that the decision to appoint members of the Senate in the Official Gazette, and that the appointed members with rights and the same duties prescribed for the elected members of the Council shall have.
