Soon the dirt accumulates, insects and rodents spread, the complaints of the people are rising, the health and municipal parties are mobilized, the press moves, the money is spent, the committees are formed after the committees, and the epidemics may spread, and the entire state is busy solving a series of repercussions for a simple individual behavior on its surface. All the episodes have generated a simple individual decision … but it is costly.
The question is: What if this behavior is repeated from thousands of employees in state institutions?
