Dr. Hani Swailem, Minister of Water Resources and Irrigation, on behalf of the Prime Minister of Dr. Mustafa Madbouly, participated in the celebration held by the Embassy of the State of Djibouti in Cairo on the occasion of the forty -eighth anniversary of the independence of the Republic of Djibouti.
In a speech delivered on behalf of the Prime Minister, Dr. Swailem greeted the Ambassador of the Republic of Djibouti in Cairo, giving the sincere congratulations to the government and people of the sister Republic of Djibouti on this important occasion, which represents nearly five decades of sovereignty, steadfastness and national achievements.

He emphasized the established and distinguished historical relations that bring Egypt and Djibouti, which have been established through long decades of brotherly cooperation, and has become an example to be followed in constructive cooperation between sister countries, noting that today we need such a pattern of typical bilateral relations in light of what we are witnessing all of the international and regional challenges complex and multi -faceted, which requires us more cooperation, solidarity and unification of visions.
He added that this regional and international reality requires us to realize the size of the challenges we face, from security and peaceful security issues, to sustainable development and economic and social stability, and these challenges are increasing in our Arab and African logic, in which the identity brings us together, and is linked by a vital strategic artery, the Red Sea, and the related security and economic challenges that require close cooperation and continuous coordination.
Dr. Swailem explained that water issues represent a common challenge that is increasingly increasing by climate change and resource scarcity, and in light of Egypt’s almost complete dependence on the waters of the Nile River, Egypt believes that cross -border cooperation based on the principles of international law is the best way to achieve the sustainability of water resources.
Dr. Swailem quoted congratulations to the Egyptian state to the sister Republic of Djibouti on the election of Mahmoud Ali Youssef, the former foreign minister of Djibouti, as head of the African Union Commission in this delicate stage, as this choice is a great gain for the entire African continent, because of the wise vision and extensive experience that contributed greatly to the development of bilateral relations between Egypt and Djibouti while taking over the portfolio of the Ministry of Foreign Affairs, where Egypt looks forward to his role in promoting work The joint African, deepening integration and regional cooperation.
Dr. Sweilem pointed out that the historical visit of President Abdel Fattah El -Sisi, President of the Republic, to Djibouti in April 2025 reflected the common political will to strengthen these relations in a wide range of sectors, including defense and security, combating extremist thought and media, energy, trade and investment, communications, agriculture, education and higher education, culture, health, social solidarity, tourism, and in youth fields Sports, water resources and irrigation.
Dr. Sweilem reviewed the most prominent areas of cooperation between Egypt and Djibouti in the field of water resources and irrigation, which represents a model to follow in technical cooperation and exchange of experiences, expressing his great appreciation for the participation of Djibouti in the AWare initiative, which is one of its most prominent achievements to develop technical capabilities for African specialists in the field of water, which reflects Egypt’s commitment to building Arab and African capabilities and enhancing sustainable water solutions And resisting climate change.
Egypt is also currently working on setting the final touches on the memorandum of understanding between the Egyptian Ministry of Water Resources and Irrigation and the Ministry of Energy and Djibouti Natural Resources, which will provide a framework for cooperation in many areas (integrated management of water resources ˗ modern technologies in desalination and feeding of the underground tanks ˗ capacity building, exchanging knowledge, joint research ˗ and other areas of common interest in the water sector).
Dr. Swailem stressed Egypt’s confidence in the continuation and growth of the strategic partnership between the two brotherly countries, and Egypt aspires to continue hard work to achieve the aspirations of the Egyptian people and Djibutz towards a better future of stability, peace and sustainable development.
