The Ministry of Labor confirmed that an advanced automated system is being relied upon in the report of the unemployed entitlement to compensation or subsidy, in accordance with Decree Law No. 78 of 2006 regarding insurance against disruption.
The ministry explained that the automated system is based on several stages, and it is as follows:
The first stage:
– Checking the basic criteria for classifying any registrar as a job seeker, during the registration phase in the employment office to verify that the registrar is a job seeker, through electronic linking with the competent authorities in the Kingdom to verify that the registrar is not a business owner or has a commercial record through the data received from the Information and Electronic Government Authority.
– Check that the registrar does not engage in any professional work for his own account, and that he is a Bahraini citizen, and at the same time it is verified through the electronic linking with the General Authority for Social Insurance that the registrar is not a believer in any work.
– After completing the criteria for verification and the validity of the documents and attachments involved in the automated system by a job seeker, the registration process is completed in the employment office for the new and insured job seekers.
– With regard to the insured “who have previously worked” from those who lost their work, and completed the registration process in the recruitment office as work researchers, the system requires them to register to demand compensation and verify the reasons for the end of the work relationship, whether it was disciplinary or voluntary, and the system allows the insured to register their claims during the first three months from the date of the end of the work relationship “according to the date indicated in the data received from the General Authority for Social Insurance through the link.
– In the event that the insured worked for a period of less than twelve months, the insured is entitled to subsidy, which is spent at a rate of 200 dinars per month for university students or 150 dinars per month in the event that the insured holds a qualification less than a university. After that, the automated system calculates the date of the beginning of the entitlement, so that the entitlement begins from the eighth day of the end of the work relationship in the event that the insured registers within the first thirty days for the end of the work relationship.
– The second stage: It is the stage of preparing lists of people who deserve disruption on a monthly manner, which is automatically issued for all those who qualify for the benefits and compensation of disruption after exceeding the previous two phases so that the rest of the conditions mentioned in the law are verified.
The third stage:
– It is the final verification phase by the General Authority for Social Insurance, where the rest of the standards are verified, and the General Authority for Social Insurance is verifying the lists of those who are entitled and excluding those who do not meet the conditions for entitlement as excluding those who have been worked in the government sector or that they receive a fee or pension equal to or exceeds the amount of compensation or subsidy according to what was stated in Art 2006 on disruption insurance.
– The authority, for its part, calculates the rate of the insured wage during the twelve months preceding the disruption, on the basis of which compensation dues are paid at a rate of 60% of the rate of the reward calculated according to the mentioned entitlement periods.
– The Public Authority for Social Insurance shall disburse the difference between the amount of wage or pension in the event that it is less than the amount of compensation or subsidy, according to Article 22 of the same law.
– Those seeks to do the grievance from the decision not to deserve the subsidy or compensation at any stage through the competent committee referred to in the law, and this is done by raising a grievance through the Ministry’s electronic platform with the possibility of explaining the details of the grievance and the possibility of attaching any additional documents that the grievance wants to present to the committee to support his statements and benefit him.
Regarding the reasons for the delay in disbursing the disruption to those who are entitled to some periods, despite the existence of a financial abundance in the insurance accounting account, the ministry affirmed its commitment to a monthly on a report of those who are entitled to subsidy and compensation and the issuance of lists according to the approved procedures and above the above and transfer to the exchange, which in turn converts the benefits of subsidy and compensation for bank accounts of the beneficiaries, and the ministry is consequences Payment, and the ministry updates the record of disruptions for job seekers on the Ministry’s electronic platform.
