The Foreign Affairs, Defense and National Security Committee of the Shura Council headed by Dr. Ali bin Muhammad Al -Rumaihi, during the third session of the sixth legislative term, has completed 17 reports of 16 draft laws and a single law proposal, during 14 meetings held by the committee with a number of governmental and private agencies and civil society institutions.
The committee discussed at the draft laws during the last session, 3 bills with laws to introduce amendments to the Penal Code, as well as a draft law to amend some provisions of Law No. (18) of 2017 regarding penalties and alternative measures, a draft law to amend Article (56) of the Traffic Law issued by Law No. (23) for the year 2014 (prepared based on the proposal of the law submitted by the House of Representatives), and a draft law to add a new article with No. (7) Received to the Law of Foreigners (Immigration and Residence) of 1965 (prepared in light of the proposal of the law submitted by the House of Representatives).
The committee also discussed a set of draft laws related to ratification of agreements between the Kingdom of Bahrain and a number of brotherly and friendly countries, and includes ratification of the charter of the establishment of the Digital Cooperation Organization, an agreement with the government of the United Arab Emirates regarding encouraging and protecting investment, and an agreement with the government of the Sultanate of Oman regarding the removal of double taxation, preventing evasion and avoiding taxes in relation to tax taxes, an agreement to encourage and protect investment with the government of the Republic Korea, and the Convention on Cooperation in the field of ports and commercial maritime navigation with the government of the State of Kuwait, and the amended protocol of the Marrakech Convention for the Establishment of the World Trade Organization by adding the agreement on supporting fish fisheries to the attachment 1 thousand of the agreement, ratifying the agreement with the Hungary government to encourage and exchange investment protection, join the Vienna Agreement for the Treaties Law of 1969, and to ratify an agreement with the states of Genergy to remove The tax duplication with regard to taxes on income, preventing evasion and tax avoidance.
The committee approved a draft law to ratify the agreement between the government of the Kingdom of Bahrain and the government of the Hong Kong Region Special Administrative Region of the People’s Republic of China to encourage and protect investment, and a draft law to agree to join the Kingdom of Bahrain to the 1949 road traffic.
While the committee is studying a draft law to ratify the Makkah Al -Mukarramah Agreement of the Member States of the Organization of Islamic Cooperation for Cooperation in the field of implementing anti -corruption laws, which was referred to the Foreign Affairs, Defense and National Security Committee after the issuance of the Royal Decree to break the role of the third session of the sixth legislative chapter of the Shura and Representatives.
Regarding the proposals of the law, the committee discussed the proposal of a law by adding a final paragraph to Article (107) of the Penal Code issued by Decree Law No. (15) of 1976 AD, and submitted by members: Nancy Dina Eli Khadouri, Khaled Hussein Al -Muscati, Reda Abdullah Faraj, Dr. Abdulaziz Hassan Apple, Dr. Bassam Ismail Al -Banmah Muhammad.
