Chaired by Mr. Ahmed bin Salman Al -Muslim, Speaker of the House of Representatives, the Council held this morning its first extraordinary session, in the third regular session, from the sixth legislative term, in the presence of the parliament members.
On the occasion of the issuance of the Royal Decree to break the third session, from the sixth legislative chapter, of the Shura and Representatives, the Speaker of the House of Representatives raised the highest verses of congratulations and blessings, and great thanks and appreciation, to the presence of His Majesty King Hamad bin Isa Al Khalifa, the King of the Great Country, may God protect and preserve him, for his royal patronage of the legislative authority, and the consolidation of the state of law and institutions, and the wise directives The country and citizens, the development of government services, and the advancement of the national work system, to achieve the desired goals and goals, in light of the comprehensive development process.
Expressing great gratitude for the efforts and support of His Royal Highness Prince Salman bin Hamad Al Khalifa, Crown Prince, the Prime Minister, may God protect him, to the parliament, and His Highness and the Ministers were keen to enhance the methodology of fruitful cooperation between the executive and the legislative authority, and to ensure consultation and achieve compatibility, and work in the spirit of the one team “Bahrain team”.
And the validity of the constructive cooperation and continuous coordination with the Shura Council headed by the honorable brother, Mr. Ali bin Saleh Al -Saleh, and the thanks are extended to all members of the distinguished Shura Council.
He praised the efforts of the honorable brother, Mr. Ghanem bin Fadl Al -Buainain, Minister of Affairs of the Shura and Representatives, in coordination between the legislative and executive authorities.
He expressed great thanks and appreciation, for the efforts and giving of deputies, and their prominent contributions, in the completion of legislative issues, the practice of supervisory tasks, according to the constitutional mechanisms, the continuous keenness in promoting societal cohesion, preserving national constants, giving prevailing the supreme interest of the country, and working hard to achieve the aspirations of citizens, and defending their interests.
Pointing out that the role of the third session of the sixth legislative chapter, has been ceremony for many legislative and supervisory works, witnessed an active movement, achieved a distinguished achievement, and left a wide impact, locally and externally, through the council’s sessions, through the parliamentary committees meeting, and the role of parliamentary diplomacy, and your council was the voice of the citizen, which expresses the free popular will.
The Council also discussed many vital national issues, issues and files, supporting the improvement of the living level of the Bahraini family, working to develop public services, especially housing and health, support employment for Bahraini youth, enhance fruitful cooperation with the private sector, civil society institutions, and all partners in the work of the Parliament.
And praising the efforts of Eng. Muhammad Ibrahim Al -Sisi Al -Buainain, Secretary -General of the House of Representatives, and all workers in the General Secretariat, for their sincere national work, technical and administrative support, and the quality and perfection of their work, and a continuous keenness to sustainable development.
He also expressed his great appreciation for the national and professional role, which was played by the Bahraini press and the media, from coverage and publication of the work of the council, and the delivery of the council’s efforts to citizens and public opinion .. praising the role of security men and guards of the Council, for their services and sincere efforts.

1) The answer to the Minister of Municipal Affairs and Agriculture to the question submitted by MP Dr. Hisham Ahmed Al -Asheiri on the troubled real estate projects.
2) The answer to the Minister of Municipal Affairs and Agriculture to the question submitted by Representative Ahmed Sabah Al -Salloum about the criteria of halal and the mechanism of control over it.
3) The answer to the Minister of Municipal Affairs and Agriculture to the question submitted by Representative Mamdouh Abbas Al -Saleh about the decisions, proposals and projects of the Capital Secretariat Council during the sixth legislative term.
4) The answer to the Minister of Municipal Affairs and Agriculture to the question submitted by Representative Muhammad Musa Muhammad regarding the controls set by the Ministry to register the contracts for housing real estate for the purpose of other than family housing.
5) The question submitted by Representative Mohsen Ali Al -Assab on the ministry’s plan to develop the Sitra Central Market, which was not obligated by the Minister of Municipal Affairs and Agriculture on the specified date to be answered orally, according to Article (136) of the internal regulations of the House of Representatives.
6) The Minister of Works answered the question submitted by Representative Hassan Eid Bouhmas on the budget allocated to improve the infrastructure.
7) The Minister of Works answered the question submitted by Representative Hassan Ibrahim Hassan about the projects that the Ministry intends to implement in the fourth district of the northern governorate until the end of the current legislative term.
8) The Minister of Works answered the question submitted by MP Ahmed Sabah Al -Salloum regarding infrastructure projects in the Fifth Department in the Capital Governorate.
9) The Minister of Works answered the question submitted by Representative Munir Ibrahim Sorour on infrastructure projects in the seventh district of the Northern Governorate.
10) The Minister of Information answered the question submitted by Representative Ali Saqr Al -Dossari regarding the organizational controls prescribed to determine the heritage areas in the Kingdom.
Third item: decrees by law:

1) Report of the Legislative and Legal Affairs Committee regarding Decree Law No. (9) of 2024 on the Bahrain International Commercial Court, the Council decided to approve the decree of the law and refer it to the Shura Council.
2) Report of the Legislative and Legal Affairs Committee regarding Decree Law No. (8) of 2024 to ratify and agree to join a number of international treaties and agreements related to judicial affairs, the council decided to approve the decree by law and refer it to the Shura Council.
Fourth item: Projects by Law:
1) Report of the Legislative and Legal Affairs Committee regarding draft law No. () for a year to ratify the Makkah Al -Mukarramah Agreement of the Organization of Islamic Cooperation for Cooperation in the field of implementing anti -corruption laws, accompanying Decree No. (1) of 2025, the Council decided to take the final opinion on the draft law in an urgent manner in the same session and approve it in a group and refer it to the Shura Council.
2) Report of the Services Committee regarding a draft law to amend some provisions of Decree Law No. (47) for the year 2002 regarding the organization of press, printing and publishing, accompanying Decree No. (77) for the year 2021, the council decided to take the final opinion on a project
The law is urgent in the same session and approval in a group and referred it to the Shura Council.
Fifth Clause: The audited report and financial data for the Insurance Anti -Blind:
1) Report of the Financial and Economic Affairs Committee regarding the audited report and financial data for the insurance against disruption for the fiscal year ending on December 31, 2023 after its approval by the Board of Directors of the General Authority for Social Insurance, the council decided not to approve the audited report and financial data for the insurance against the failure of the fiscal year ending on December 31, 2023, and referred it to the Shura Council accompanied by the observations shown in the committee’s report.
The sixth item: General discussion:
1) The request submitted by a number of deputies regarding the presentation of a general topic for the general discussion to clarify the government’s policy regarding the performance of the Sunni and Ja`faria Endowments Department, the issue was discussed.
And in the item of reminiscence:
1) Notify the Council of Royal Order No. (14) of 2025 to break the third session of the sixth legislative semester of the Shura and Representatives Councils, the council was notified.
2) The final report of the Parliamentary Investigation Committee regarding the effectiveness of the housing plans and programs submitted by the Ministry of Housing and Urban Planning, the Council decided to approve the committee’s proposals and refer the proposals concerning the executive authority to the government.
