The first article of the principles under the title “The composition and guarantees of independence and pluralism” states the following: “The formation of the national institution and the appointment of its members is determined … For the appointment mechanism, it includes full -time and part -time jobs, and ensures that the candidates are committed to legal, professional, and moral requirements that are in line with the National Human Rights Corporation Law in Bahrain. The second article of Paris principles also emphasizes the importance of effective consultation in the process of selecting members: “The National Corporation is keen to consult and cooperate with the various bodies responsible for protecting and promoting human rights …”. For a transparent selection process based on efficiency and merit, Bahrain enhances a model of participatory rule that translates the spirit of international principles into a real national practice. The importance of these reforms is not limited to the procedural side, but rather includes the fundamental dimension in consolidating general confidence in the national institution as a local root component, linked to the global human rights protection system. This mechanism guarantees that the formation of the council reflects a qualitative balance, a sector diversity, and a real representation of experiences, as well as recommended international best practices, international destinations such as the Global Alliance for National Human Rights (GANHRI).
