Representatives: Approving a law on regulating tax and recommending financial deputies

Headed by Ahmed bin Salman Al -Muslim, Speaker of the House of Representatives, the House of Representatives held this morning, Tuesday, May 6, its twenty -ninth regular session in the third annual session, from the sixth legislative term.

After the session, Eng. Mohamed Ibrahim Al -Sisi Al -Buainain, Secretary -General of the House of Representatives, made the following statement:

The council started its first work by discussing the item of reminiscent in the following topics:

1) The letter received from the Vice Prime Minister of the Exclusive Prime Minister on a draft law amending Article (12) of Decree Law No. (14) of 1973 regarding the regulation of advertisements, accompanying Decree No. (27) for the year 2025, to consider referring it with the project by the law to the Public Utilities and Environment Committee in an original, and to the Legislative and Legal Affairs Committee to make notes.

2) The message received from the Vice Prime Minister of the Vermary on a draft law (formulated on the proposal of a law from the House of Representatives) to amend Article (9) of Decree Law No. (30) of 2009 regarding the Bahrain Chamber for the settlement of economic, financial and investment disputes, to consider referring it with the project by law to the Legislative and Legal Affairs Committee.

The Council decided to approve the referral of the two draft laws to the competent committees.

The Council listened to:

1) The Minister of Social Development answered the question submitted by His Excellency Deputy Basma Abdul Karim Mubarak on the criteria and procedures to grant money collection licenses to charitable societies.

2) The answer to the Minister of the Shura Council and Representatives Affairs to the question submitted by His Excellency Representative Mahmoud Mirza Verdan regarding the number of employees with all government agencies.

3) The Minister of Finance and National Economy answered the question submitted by His Excellency Deputy Jalila Alawi Al -Sayed Hassan regarding the patrol of reviewing the actuarial conditions of the retirement funds.

4) The Minister of Finance and National Economy answered the question submitted by His Excellency Representative Abdel Nabi Salman Ahmed regarding the expected repercussions of the application of the tax on multinational projects.

And in the item of the decrees by the law studying:

1) Report of the Financial and Economic Affairs Committee “amended” regarding Decree Law No. (13) of 2023 amending some provisions of Decree Law No. (15) of 1977 to issue development bonds.

2) Report of the Financial and Economic Affairs Committee regarding Decree Law No. (10) of 2024 amending some provisions of Decree Law No. (15) of 1977 to issue development bonds.

The discussion of the two reports was postponed at the request of the government.

3) Report of the Financial and Economic Affairs Committee regarding Decree Law No. (11) of 2024 regarding the regulation of the tax on multinational projects, and the council decided to approve the decree by law and refer it to the Shura Council.

During its session, the Council discussed a law related to:

1) Report of the Foreign Affairs, Defense and National Security Committee regarding the Shura Council’s decision regarding a draft law (formulating based on the proposal of the “amended form” of the Shura Council to amend some provisions of the Penal Code issued by Decree Law No. (15) of 1976 AD, and a draft law for the year 2019 AD to amend some provisions of the Penal Code issued by Decree Law No. (15) of 1976, accompanying Decree No. (83) 2019, the Council decided to accept the draft law as mentioned by the Shura Council and refer it to the government to submit it to His Majesty.

2) Report of the Services Committee regarding a draft law (formulated on the basis of the proposal by a law of the House of Representatives) to amend Article (4) of Law No. (19) of 2006 regarding the regulation of the labor market, and the Council decided to take the final opinion on the draft law in an urgent manner in the same session and approve it in a group and refer it to the Shura Council.

In the following item, the Council discussed the report of the Financial and Economic Affairs Committee regarding the annual financial and administrative control bureau report for the year 2023/2024, and the council decided to approve the recommendations of the committee and refer what concerns the executive authority from it to the government.

In the same context, the report of the Financial and Economic Affairs Committee on the unified final account of the state for the fiscal year ended on December 31, 2023, the report of the implementation of the state’s general budget for the fiscal year 2023, the disclosure of transfers from the account of other estimates of ministries and government agencies for the fiscal year 2023, and the prepared by the Ministry of Finance and National Economy, and the council decided not to approve the aforementioned final account and decide to perform the implementation of the general budget and reveal Transfer, and refer them to the Shura Council, with the observations shown in the committee’s report.

During its session, the Council reviewed the request submitted by a number of His Excellency the deputies regarding the presentation of a general topic for the general discussion to clarify the government’s policy regarding the performance of the Sunni and Javomian Endowments Department, and the council decided to postpone the discussion of the issue for the next session.
