The Electricity and Consumer Protection Regulatory Authority held a community counseling session on formulating organized legislation and discussing the proposed organizational rules for mini -network projects before issuing them, with the participation of approximately 150 participants from ministries representatives, sustainable energy experts, various organizational devices and private sector companies operating in the fields of energy, infrastructure and electricity distribution companies, in addition to representatives of non -governmental organizations interested in issues Sustainable energy and development.
Implementation of mini -network projects isolated from national electricity
The session was organized in cooperation with the Regional Center for Renewable Energy and Energy Efficiency (RCREE) through the Menlinks project, in an effort to create a fair and transparent competitive environment between all actors in the energy sector, including producers, consumers and distributors, within the framework of the vital role of the electricity facility organizing device and consumer protection in ensuring the market justice and providing a stable and attractive environment for private investment, and created A sustainable investment climate that effectively supports the shift towards the green economy, and the door to attendance has been opened for community advice sessions for all entities wishing to contribute and express an opinion, whether by actual presence or through the feature of Video Conference.
Based on the active strategic partnership with the private sector to achieve the sustainable development goals in the energy sector, an expanded investment forum for mini -smart networks was organized, in the presence of the private sector companies working in the fields of renewable energy and infrastructure, in addition to representatives of international and regional financing organizations interested in supporting sustainable energy projects, and the forum formed an important platform to provide fulfilling more details about the investment opportunities available in this field, The incentives and facilities provided by the government were reviewed to encourage the participation of the private sector, as well as discussing available financing mechanisms, potential challenges and ways to overcome them in the light of the National Energy Plan and Strategy.
The movements of the Electricity and Consumer Protection Regulatory Authority come in light of the directives issued by Dr. Mahmoud Esmat, Minister of Electricity and Renewable Energy, by starting the preparation for the implementation of small smart network projects isolated from the National Electricity Network by private sector companies; In order to serve the areas far from the national network.
Dr. Mahmoud Esmat pointed out the necessity of taking all necessary measures to expedite the implementation of these projects, which are the first of their kind in Egypt, stressing that the networks are isolated from the national electricity network and depends 100% on renewable energy and artificial intelligence depending on the renewable sources available in the areas that will be identified by the state to offer for the economic and social development of these regions.
He explained that mini -networks are no longer just a technical or temporary alternative choice, but rather have become an essential pillar in energy transformation strategies around the world, especially in countries that look forward to enhancing the efficiency of their electrical system, supporting remote societies, and enabling the green economy. This approach will contribute to alleviating the burdens associated with the extension of the network for remote areas and creating the appropriate environment for investment in renewable energy sources and smart technologies in these areas and that the organizational framework will provide clear rules for the establishment and operation of mini -smart networks.
Dr. Mahmoud Esmat said that this trend helps in expanding the scope of electricity coverage, enabling local communities to produce and consuming renewable energy in more independent and flexible ways, developing remote areas and creating economic, industrial, agricultural and commercial activities, encouraging innovation and benefiting from smart technologies in managing demand and supply, explaining the work to attract investment and enable cooperative models between the private sector and local communities, and create a flexible organizational environment Global developments and stimulate the private sector are accompanying the effective contribution, adding that the participation of the private sector is a necessity to achieve these goals through its investments, experiences, and its ability to innovate, which can achieve a qualitative shift in financing, establishing and operating mini networks, in a way that contributes to achieving sustainable development goals, enabling the shift towards a low -carbon economy, and contributing to drawing the features of the future of energy.
It is worth noting that mini -smart networks represent local energy systems that are distinguished by their isolating from the main distribution or transport network, and include all activities and assets related to the production, distribution and sale of electric energy within their specified geographical scope, and these projects depend mainly on clean renewable energy sources, and these mini networks can participate in a number of integrated activities under multiple licenses, including electricity production activity, and distribution activity in the case of networks.
