There are several sources to evaluate government performance, the first source is the self -evaluation that is measured through official statements, and there is a report of the Financial and Administrative Supervision Bureau, and there are informal assessments that come either from the parliament through the control tools, or through the press and the media, or through social media, or what is going on in the sessions and councils, and the difference between these three sources is a very big and very large difference, and sometimes it reaches limits The contradiction as if you are talking about two different governments or two countries.
Then we have international classifications that measure the space of competition, transparency, quality, financial cover and credit, and that also finds a quality that the government uses to prove the quality of its performance, and others spread that you do not find resonance in the official media, but it spreads like wildfire on the means of communication that has negative indicators of performance; Because it emphasizes an informal view.
Then public opinion classifies these assessments between optimistic, pessimistic, praise, and shattered grumbling, etc. .. In the end, we were not able to possess a clear, neutral and objective, biased and objective picture.
If you come to the ground, that is, what people deal with directly and touch it to touch the hand, and see it with the naked eye, the government’s performance in some of its services is one of the finest and most quality quality and mastery of these services, and these services often come from consumers themselves, citizens, who praise them and their quality and speed.
The second thing that we hope will be taken into consideration when the evaluation is that when you evaluate any of these services, it is not permissible to be taken as one bloc, in a service such as housing, you have to put several indicators of measurement, such as speed, quality, price, time period for payment, payment mechanisms, etc. Gulf cities that build homes with wide ground areas available and in numbers that do not reach 10% of our Ministry of Housing adopted in the same period, these are not fair comparisons.
Likewise in health, you have to measure public health indicators on the one hand, and treatment indicators on the other hand, and the latter also divides the diagnosis and the quality of services in government hospitals, medicines, time, distance, ambulance and woo, so we may not blow up the efforts made in services in a sector just because there are shortcomings in one of the aspects of that sector.
Government performance is varied between being a source of services (electricity, water, gas, housing, education and social guarantees), including what the state monopolizes, and what is permitted to circulate from the private sector, and that it is a source of organization and control such as the labor market and economic activities in the private sector, and here we hear many criticisms, complaints and evaluations that violate government statements and contradict them from people who have their weight in the labor market.
We need to have a more detailed and accurate evaluation and has clear measurement indicators and approved references to determine where our strengths in government performance and where our weaknesses facilitate us, which facilitates the evaluation and control process at the same time, but an objective professional manner in which there is no right and does not exaggerate in the image, it is not reasonable that we have bodies to measure the quality of education and we do not have bodies to measure the quality of government performance.
Unfortunately, even the Education Quality Measurement Authority was repeated from its powers and no longer had the same strength and powers that were placed on the first days of the foundation !!
