Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs and Political Communication, attended the session of the House of Representatives, which was held on Sunday morning, headed by Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives.
Minister of Parliamentary Affairs: The government left the area of political forces and parties to decide the electoral system
Counselor Mahmoud Fawzi, Minister of Parliamentary and Legal Affairs and Political Communication, stressed that the issue of political representation and the optimal electoral system was discussed in the sessions of the national dialogue, and the issue of the electoral system was contentious and there was no compatibility except that it was a controversial issue and therefore did not end to a specific recommendation in this regard, and the three largest opinions that were raised about it were raised to the President of the Republic, accompanied by the advantages, defects and discussions of each opinion, according to the rules in force.
He added that the government has to leave this political space to the political forces to decide to agree with each other.
The draft law presented in the context of that consensus came, submitted by the four largest political blocs represented in Parliament in addition to a number of independents.
Minister Mahmoud Fawzi pointed out that the judicial supervision of the electoral process is still standing and continuous through the members of the judicial bodies, stressing that the one who manages the electoral process is an independent body, which is the National Elections Authority that has great accumulated experience and practices over the years that has earned local and international experience in good management in accordance with best practices.
Counselor Mahmoud Fawzi added that the current electoral system does not constitute any restrictions imposed on the formation of electoral alliances, whether by parties or various political groups, including both large or small lists.
The minister pointed out that in 2015, there was a trend to make the republic one circle, but the discussions and studies led to the adoption of a system that distributes lists on four electoral departments at the level of the Republic, a system that is consistent with the provisions of the constitution, and gives all political forces the opportunity to form electoral alliances and active participation in the democratic process.
