Within the framework of the government’s efforts to keep pace with modern legislation concerned with animal rights and social responsibility, the government referred to the House of Representatives last April a bill on organizing the possession and circulation of dangerous animals, accompanying Decree No. (15) of 2025, including sanctions that reach life imprisonment for the owner of any dangerous animal if an attack on a person led to his death.
The draft law aims to enhance public safety and protect society from the potential risks caused by the possession of animals that constitute a threat to individuals or the environment, as it is prohibited for natural or legal persons to possess dangerous animals in homes, farms or anywhere, with the exception of public and private animal gardens and licensed entertainment offers in accordance with the provisions of this law and decisions issued in implementation of it, and is excluded from this ban, but the fierce dogs, but On strict conditions, such as obtaining a license from the competent authority and providing an electronic veterinary card attached to his neck throughout his time in public places.
Lawyer Badr Al -Rabie explained that there are controls for the possession of fierce dogs, which are:
1- The fierce dogs should be kept and restricted with a suitable necklace while hiking. Or when they are taken outside the limits of places of their house.
2- Anyone is prohibited from wandering with any of the dangerous animals outside the licensed facility.
3- The competent authority arises with a special record for the registration of licensed dogs with their possession.
He said: The first article of Ministerial Resolution No. 100 of 2023 stipulates that “the import of predators and dangerous animals indicated in the two tables (a) and (B) accompanying this decision stipulates that this ban does not apply to all security and military agencies.”
Exceptions
Al -Rabeeh indicated that it is permissible to exceed the import of these animals in relation to zoos, circus, animal parks and scientific research institutions. And the same rule from the authorities whose work requires importing any of these animals, after obtaining the approval of the relevant administration to import animals at the Ministry of Municipal Affairs and Agriculture.
He said that the banned dogs according to the decision are the dogs of the Bitbull, the Mastif, the Tosa, and the Presa Canario.
On the legal penalties imposed on violators, the spring stated that it ranges from fines and imprisonment – each according to the type of violation – it may reach a fine of 1000 dinars, a fine of 2000 dinars, or prison for a period of up to three years, or imprisonment for a period of up to 15 years and a fine of up to 20 thousand dinars.
He said: There are some recommendations for owners of these fierce animals:
1- Obtaining the necessary license.
2- Registration in official records.
3- Follow the controls for fierce dogs.
4- Refrain from using animals in unlicensed guard works.
4- Commitment to local laws and regulations for residential complexes.
16 years old legal age to take fierce dogs
He referred to the text of Article 11, which stipulated the necessity of establishing records of licensed dogs, as it stipulated that “veterinary directorates create electronic or paper records with serial numbers to register dogs licensed to possess them, provided that this record includes all the data related to the dog and its holder such as the name of the holder, its place of residence, the identity of the dog and its distinctive signs. For the dog, where the following text came, “The dog holder delivers a metal plate bearing the number of the series referred to in Article 11 of this law, and he must prove it in the neck of the dog permanently. And if you lose, he must order a new panel immediately in exchange for its cost. It is permissible by a decision of the competent minister to use any of the modern technological means to define the licensed dogs.
As for taking dogs while hiking, the spring is notified by Article 13 of the law that “dogs must be assigned, and they are restricted to a suitable necklace so that they are controlled during the hiking or when they are taken outside the boundaries of their places of housing, in all cases, it is not permissible to less than the dogs of the dog for sixteen years.”
In the new bill, imprisonment is punished for a period of no less than three years, and not more than seven years, whoever uses a dangerous animal to attack a person if the attack leads to a permanent disability, and the punishment will be life imprisonment if the attack leads to death.
The penalty shall be imprisonment and a fine of no less than one thousand dinars, and not more than ten thousand dinars, or one of these two penalties, if the result of the attack does not reach the degree of the division shown in the previous paragraph.
