The past hours witnessed an escalation in the differences on the final texts of the draft amendments to Sports Law No. 71 of 2017, which was recently submitted by the Minister of Youth and Sports to Prime Minister Dr. Mustafa Madbouly, in a move that sparked widespread controversy because of what sources described as clearly informed by a clear ignorance of the previous notes made by the relevant legislative authorities.
Several disputes over the amendments of the Sports Law
The sources emphasized that the legislation sector at the Ministry of Justice and the Cabinet Cabinets expressed fundamental reservations on a number of articles contained in the draft amendments because they were not compatible with the provisions of the constitution, specifically Article 84, which guarantees the independence of sports bodies in addition to the existence of other texts that violate international standards and the Olympic Charter, but these reservations did not receive sufficient response.
The sources pointed out that the Minister of Youth and Sports, Dr. Ashraf Sobhi, ignored the follow -up of institutional and logical methods in preparing the draft law bypassing societal dialogue and rejecting the use of the people of experience from specialists in sports and legal affairs, which caused a draft of palaces, and lacks a balance between state control and the independence of sports bodies.
The sources added that passing the project in its current form may expose the Egyptian sport to risks at the international level, especially in light of the International Olympic Committee’s insistence on reviewing the texts and ensuring its compatibility with the Olympic Charter before presenting it to Parliament, which was not committed by the Ministry of Youth until now despite the official discourse directed from the International Olympic.
