In light of the directives of the Minister of Foreign Affairs and Immigration to the consular sector in the Ministry and the General Consulate of the Arab Republic of Egypt in Jeddah to raise the degree of preparation for the Hajj season for the current year 2025 (1446 AH), and within the framework of the follow -up of the General Consulate in Jeddah for the procedures and organizational controls concerned by the Saudi authorities to enter and remain the Egyptian citizens in the Kingdom of Saudi Arabia during the Hajj season and in particular Makkah Al -Mukarramah; The Assistant Minister of Foreign Affairs for Consular Affairs and Egyptians abroad explained that the controls issued by the relevant authorities in the Kingdom of Saudi Arabia to regulate the entry of Saudi Arabia during the current period, and the concern of Egyptian citizens, are summarized in the following:
1- Preventing all groups to enter Makkah specifically from today, April 23, 2025 corresponding to 25 Shawwal 1446 AH, and until June 11, 2025 corresponding to 15 Dhu al-Hijjah 1446 AH, including residents of the Kingdom except for only three categories: (those who hold an official pilgrimage- residents of residency issued by Makkah Al-Mukarramah only- workers inside Makkah Al-Mukarramah under a special permit).

2- With regard to Umrah visas holders: Preventing this category to enter the Kingdom of Saudi Arabia from any port or airport as of April 13 (corresponding to 15 Shawwal), and alerting those who entered under this visa before this date the necessity of leaving Makkah and the Kingdom before April 29 (1 Dhu al-Qi’dah).
3- With regard to holders of the applicable family visit visas: they are allowed to enter the Kingdom and there is no decision regarding them except for the prohibition of entering Makkah Al-Mukarramah during the period from April 23 to June 11, 2025.
4- With regard to tourism visas (outlet visa): which is obtained in Saudi outlets only for Shenvin and the United States visa holders, no decisions were issued to be banned from entering the Kingdom, but it does not authorize its holder to enter Makkah Al-Mukarramah during the ban from April 23 to June 11, 2025, and try to enter Mecca from anywhere inside the Kingdom exposes its owner accountable and deportation.
5- With regard to transit visas (traffic): This type of visa was only available to Saudi airlines (Saudi Airlines- Flys- Adele), and there was no official decision on the ban, and the traffic visa holders can enter from any ports or airports in the Kingdom except for King Abdulaziz Airport in Jeddah, with the need to adhere to the controls and requirements for this type of visa, which is the commitment to the visa period and the number of them (96 hours From the moment the kingdom entered), and the necessity of completing the traveler his journey and continuing to his last destination (the third country).
The Assistant Minister for Consular Affairs and Egyptians abroad added that the Saudi authorities issued a decision to impose fines on the holders of Umrah visas who fail to leave the Kingdom after the date of April 29, 2025, where the decision requires a fine of 50 thousand Saudi riyals on the expatriate who is behind the Kingdom’s departure after the expiration of the visa granted to him, and imprisonment for a period of up to 6 months and deportation of his country, as it announced a fine of which he is. 100 thousand Saudi riyals for the tourism companies belonging to it, the retarded expatriate in the event that it is not reported to be backward, and the fines of one company are multiplied by the multiplicity of its backward expatriates.
The Ministry of Foreign Affairs, Immigration and Affairs of Egyptians abroad calls on citizens to adhere to the controls and conditions of visas to enter the Kingdom of Saudi Arabia of all kinds, fully adhere to the validity of the visa granted to them and the exit dates from the Kingdom of Saudi Arabia and the presence in Makkah Al -Mukarramah in order to prevent their falling under the law and their submission to legal accountability.
